Roles and Responsibilities:

  • Assist in the daily administration of assignments of payroll agreement and non-agreement staff and their related duties and performance.

  • Acquire proficiency with the terms and content of various agreement contracts and NJ Transit’s Corporate Policies and effectively administer the included provisions as it relates to employee’s pay, benefits and leave. Communicate with respective Labor Relations Department and union leadership on payroll issues and incoming employee inquiries as assigned.

  • Ensure accuracy of employee setup in the eP Payroll System; including benefits enrollment, deduction setup and tax setup. Ensure accuracy of related deductions and timely processing of payments to third parties.

  • Perform timely review and verification of various types of employee life-cycle events such New Hire, Transfer, Promotion, Reclassification, Termination and changes to demographic profile as it relates to accurate pay, deduction, tax and leave processing.

  • Assist and support manager(s) in various aspects of payroll functions including but not limited to verification and processing of data from timekeeping systems and outside vendors. Ensure data is processed accurately in to eP Payroll system.

  • Collaborate and support department manager(s) in processing of payroll functions required to produce scheduled and requested pays (both Regular Cycle and Off-Cycle,) including accurate deductions and taxes and resolution of system issues thereby ensuring timely and accurate payroll delivery. Support manager(s) in the accurate and timely processing of special pays including but not limited to: Contract Retro, Wage Rate Adjustment, Contractual Cash-ins at year-end, final pay at Termination/Retirement, Estate Payments, Arbitration Awards and Contractual Allowances.

  • Responsible for reconciling and transmitting payroll data to General Ledger, Accounts Payable, the bank and third-party vendors. Performs General Ledger account reconciliations, resolves payroll bank account reconciliation issues and prepares manual journal entries as needed.

  • Responsible for all pension plans offered to NJ Transit employees, including Railroad Retirement, PERS, PFRS, NJT defined contribution plans and NJT defined benefit plans. Ensure accuracy of employee contributions, reporting and payments. Maintain payroll for NJT retirees, calculate monthly pension benefits, and update deductions, taxes, direct deposit and addresses.

  • Pro-actively support the year-end and holiday time payroll activities including completion of payroll as scheduled, administration of paid time-off accruals in accordance with departments’ past practices and conformance of policies.

  • Assist with the preparation of standard and ad-hoc reports and requested analytics relative to payroll activities as requested by internal and external customers. Participate in annual audits of NJT financials and NJT pension plans.

  • Ensure confidentiality of all demographic and pay data. Accurately maintain and secure employee files on NJT premises and timely archive historical records to off-site record retention facility.

  • Monitor and ensure assigned staff’s business and technical skills, coverage of critical payroll functions, and delivery of quality performance. Collaborate with other payroll managers to conduct routine training and knowledge transfer of processes for all payroll functions.

  • Assume and ensure timely completion of all other duties as assigned.

Education, Experience, and Qualifications:

  • Associate Degree or equivalent in Accounting, Finance, Business Administration, or related area

  • Four (4) years of applied progressive experience in financial management with at least two (2) years of recent experience managing payroll agreement and non-agreement staff preferred.

  • Proficiency using computerized payroll systems is required.

  • Experience using ePersonality system and Oracle Discoverer strongly desired.

  • Intermediate level proficiency or higher with MS Excel and PowerPoint is required.

  • Must have excellent verbal and written communications skills.
