Background to COAST

COAST is a key part of the UK government’s Blue Planet Fund. Blue Planet Fund (BPF) launched in 2021. There are 4 components under COAST:

· Component A: Technical assistance, grants, demand-led assistance (delivered by DAI)

· Component B: BlueTech Innovation Super Highway (delivered by WorldFish)

· Component C: Blue Carbon Action Partnership (delivered by WEF)

· Component D: MEL (delivered by ITAD)

DAI is the lead supplier for Component A and this Terms of Reference is for Component A only.

The Priority Countries for COAST Component A are Mozambique, the Philippines, Indonesia and Viet Nam. COAST Component A includes 3 sub-components (SCs):

· SC1: reforming planning and policy in priority countries through the design and delivery of Technical Assistance (TA) packages; including TA to support national and sub-national capacities in coastal and marine management, data collection, evidence generation in decision making; analysis and capacity building; support the integration of ocean / climate objectives into non-ocean and climate sectors policies and plans; could include political economy analysis, security and sensitivity analysis for priority countries

· SC2 - inclusive coastal stewardship and livelihoods in priority countries through the provision of grant funding: including for capacity building, local level action on COAST priority themes and geographies; prioritising integrated approaches, local led community governance, stewardship and sustainable use of resources;

· SC3 - responsive coastal management and governance support through the design and delivery of Technical Assistance (TA) packages: that provide support to UK posts in ODA eligible countries; This could include support and analysis to help integrate coastal/ climate / ocean issues into other sectors policy and plans plus TA support to COAST themes and priorities.

DAI’s vision for COAST:

Human activities such as harmful fishing practices, coastal habitat conversion, and pollution directly contribute to biodiversity loss and degradation of ocean and coastal ecosystems and ecosystem services. This degradation amplifies coastal populations’ vulnerability, particularly in developing countries already burdened by high poverty, and frequently dependent on fragile ocean and coastal livelihoods such as artisanal fisheries and aquaculture. While the ocean is the primary source of animal protein for billions, climate change raises the stakes and compounds the problems as coastal areas are increasingly exposed to sea level rise, intense storms, marine heatwaves, and ocean acidification, posing existential threats to both marine life and human communities.

DAI recognises the need to address these challenges holistically, integrating targeted interventions to improve both environmental and social systems. Our vision for COAST Component A is “ to revolutionise coastal and marine ecosystem management through a pioneering approach that uniquely combines local community empowerment with national reform and global advocacy .”

We propose an integrated methodology founded on five core delivery principles to direct our delivery approach. These principles are appropriate for addressing coastal and ocean challenges effectively; ensuring flexible and innovative solutions; the ability to deliver, manage and maximise impact; and ensure a high standard of programme and activity management tailored to the complexity of COAST. They are a holistic approach, community-centred solutions, collaborative partnerships, legacy and sustainability, and learning and adaptation.

The COAST Team consists of a central Project Management Unit (PMU) and country teams in each priority country. DAI’s COAST consortia partners are Blue Green Advisors, DevLearn, Monterey Bay Aquarium and Wildlife Conservation Society.

Country Grants Manager – Job Description

The COASTPhilippinesGrants Manager (Philippines GM) will support the design, selection and management of the grants across their country portfolio – providing oversight and management for subcomponent 2 (SC2) under the wider COAST country programme. ThePhilippinesGrants Manager will initiate the grant competitions, support grant applicants and advise on the design and implementation of screening processes in line with COAST’s overall approach. ThePhilippinesGrants Manager will coordinate the grant competitions, support to applicants and the efficient administration of grant competitions and funding, quality assurance of compliance and due diligence procedures, managing grantee performance, and ensuring the application of monitoring and due diligence systems across the Philippines Portfolio. The Philippines Grant Manager will work closely with the Finance and Operations Manager and Philippines Team Leader to ensure the grant activities effectively contribute to the wider COAST country objectives and strategy. The Philippines Grants Manager will support on collated reporting across the grant portfolio including results data and learning.

The Philippines Grants Manager is a full-time role based in the Philippines Team Office, based in Manila. We are looking to recruit an individual as soon as possible to start in May 2025. The contract runs until the 31 st of March 2030.

The Philippines Grants Manager will be line managed by the COAST Philippines Team Leader and will be matrix managed by the PMU Grant Manager (based in London, UK) to provide coherence across all grant management approaches for COAST. The job description may be updated during implementation to reflect project priorities and requirements.

Roles and Responsibilities

Grant Process set up: Mobilisation

· In collaboration with the PMU Grant Manager, the Philippines Grant Manager will input into the design of the Grants Competition and Grant Management processes including soliciting, screening and evaluation processes, grantee due diligence and vetting, contracting and onboarding finalising the processes during mobilisation to commence in implementation.

· Contribute to the establishment of the COAST E-Platform ensuring that it is fit for purpose for assessment and grantee data collection and establishing country level systems as needed in coordination with the PMU Grants Manager and Deputy Team Leader.

Country Grant Competition and Grantee Management: Implementation phase

· Oversee the grant competition process(es); lead country Grant Competition processes including the initiation, grant application packs, promotion and sharing to maximise grant applicants and the evaluation and screening processes to ensure they align with the agreed requirements including eligibility checks where necessary contracting evaluators and facilitation transparent and efficient evaluation processes.

· Responsible for overseeing the collation and management of all Applicant processes including due diligence and contracting ensuring compliance with COAST’s overall processes.

· Responsible for overseeing Grantee mobilisation and implementation - managing the COAST E-Platform for COAST team members, COAST Grant Applicants and Grantees; troubleshooting where needed.

· Review quarterly financial reports submitted by grantees and collated across the grant portfolio, review expenditure and supporting documentation, working closely with the COAST Finance Managers to improve grantee financial reporting, forecasting and performance. Support grantee documentation reviews and audits (internal and external).

· Monitoring compliance of Grantees in accordance with the Grant Funding Agreement and operations in accordance with the Grant Management Guidelines.

· Oversee change request and grant amendment request processes including financial and programmatic changes to grant projects for grantees and tracking due diligence and monitoring requirements.

Country grant portfolio management:

· In coordination with the Philippines Team Leader and Technical Assistance Facility (TAF) Manager ensure learning from SC2 feeds into prioritisation and processes for SC1 (Technical Assistance) including supporting the design of appropriate TA packages that links SC1 and SC3 where relevant.

· Conduct financial analysis across the grant portfolio feeding into financial reporting and forecasting, narrative and results data reporting for country level reporting and where required into programme level reporting and forecasting.

· Retain oversight of grant portfolio to identify opportunities to scale or replicate learning and facilitate sharing of learning.

· In coordination with the PMU Grant Manager, support the development of surveys or feedback loops with Grantees for programmatic improvements and feed into COAST reporting and annual reviews.

· Identify capacity building requirements for applicants and grantees; develop capacity building modules and support to applicants and grantees where needed (and in coordination with the PMU Grants Manager and wider COAST Team)

· With the other in-country Grant Managers and PMU Grant Manager, MEL and GEDSI teams, ensure comprehensive reporting for COAST including analysis against all COAST Logframe and Cross-Cutting themes and targets.
