Morton County Soil Conservation District District Clerk in Mandan, North Dakota

Title: District Clerk

Introduction: This position is that of a district clerk responsible for performing clerical and secretarial duties for the Morton County Soil Conservation District.

Duties and Responsibilities:

  1. Serves as a receptionist to the district and NRCS office
  2. Assist supervisors with preparation of the annual budget for the district
  3. Prepare annual financial report for the office of the State Auditor
  4. Prepare external audit requirements as needed
  5. Prepare financial report necessary to apply for mill levy
  6. Attend all board meetings
  7. Prepare monthly report to the district board on activities and accomplishments
  8. Assist in preparing agenda for board meetings
  9. Send out notice of all board meetings
  10. Take minutes at all regular and special meetings
  11. Post and distribute required monthly and special meeting minutes and agendas
  12. Prepare monthly comprehensive financial statements and reports to be reviewed by the board
  13. Maintain adequate records of all receipts and disbursements to be reviewed by the board monthly
  14. Keep record of and reimburse supervisors expenses as allowable
  15. Prepare bills and checks of expenses to be reviewed and approved by the board
  16. Gather and maintain correspondence to be reviewed monthly by the board
  17. Answer routine correspondence and handle incoming and outgoing mail
  18. Provide communications and correspond with board members as necessary to keep them informed of important district and conservation issues
  19. Be able to work proficiently in QuickBooks Pro accounting software; training will be provided
  20. Process payroll via direct deposit and paper checks as approved by the board
  21. Maintain personnel payroll records
  22. File required payroll liabilities and reports
  23. Prepare and file W-2 for employees and keep appropriate records
  24. Prepare and file 1099 for appropriate Vendors and keep appropriate records
  25. Maintain adequate employee records
  26. Assist with the preparation of NRCS Reports
  27. Coordinate requests for assistance with NRCS and other appropriate resource agencies
  28. Gather information and prepare files for conservation plans
  29. Determine need for office supplies and order needed materials
  30. Work with the District 319 Watershed Coordinator on 319 Vouchers to be filed with ND Department of Health
  31. Maintain district property records
  32. Prepare annual report and publish in Newsletter
  33. Publicize conservation efforts in cooperation with NRCS District Conservationist and other district staff through newsletter articles
  34. Assist in gathering information and publishing Achievement Award winner in the district newsletter
  35. Participate in the organization of field tours, workshops, educational activities and achievement program
  36. Assist in preparing news releases of district activities
  37. Make reservations for attendance at training sessions and conventions
  38. Attend training sessions when approved by the district board
  39. Assist in the planning and preparation for the annual meeting and banquet
  40. Maintain the Morton County SCD Website and Facebook Page
  41. Review Insurance Programs and advise the district board as needed
  42. May be asked to assist with tree planting; some lifting may be required
  43. Perform other related duties as requested by the district board of directors

Supervision:This position is the direct responsibility of the board of supervisors. However, other district employees or the NRCS district conservationist in the office may be designated to be directly responsible for the day-to-day duties of this position.

Performance Review:Your performance of each duty in this position will be evaluated against the requirements developed for your position. A formal review will be completed by your supervisor on a yearly basis and will be discussed with you. Your performance rating is an overall evaluation of your performance in the judgme t of the District Personnel Committee. It will be the basis for any merit pay increases granted by the district board.

Wages:$20+ DOE
