Morton County Soil Conservation District District Clerk in Mandan, North Dakota
Title: District Clerk
Introduction: This position is that of a district clerk responsible for performing clerical and secretarial duties for the Morton County Soil Conservation District.
Duties and Responsibilities:
- Serves as a receptionist to the district and NRCS office
- Assist supervisors with preparation of the annual budget for the district
- Prepare annual financial report for the office of the State Auditor
- Prepare external audit requirements as needed
- Prepare financial report necessary to apply for mill levy
- Attend all board meetings
- Prepare monthly report to the district board on activities and accomplishments
- Assist in preparing agenda for board meetings
- Send out notice of all board meetings
- Take minutes at all regular and special meetings
- Post and distribute required monthly and special meeting minutes and agendas
- Prepare monthly comprehensive financial statements and reports to be reviewed by the board
- Maintain adequate records of all receipts and disbursements to be reviewed by the board monthly
- Keep record of and reimburse supervisors expenses as allowable
- Prepare bills and checks of expenses to be reviewed and approved by the board
- Gather and maintain correspondence to be reviewed monthly by the board
- Answer routine correspondence and handle incoming and outgoing mail
- Provide communications and correspond with board members as necessary to keep them informed of important district and conservation issues
- Be able to work proficiently in QuickBooks Pro accounting software; training will be provided
- Process payroll via direct deposit and paper checks as approved by the board
- Maintain personnel payroll records
- File required payroll liabilities and reports
- Prepare and file W-2 for employees and keep appropriate records
- Prepare and file 1099 for appropriate Vendors and keep appropriate records
- Maintain adequate employee records
- Assist with the preparation of NRCS Reports
- Coordinate requests for assistance with NRCS and other appropriate resource agencies
- Gather information and prepare files for conservation plans
- Determine need for office supplies and order needed materials
- Work with the District 319 Watershed Coordinator on 319 Vouchers to be filed with ND Department of Health
- Maintain district property records
- Prepare annual report and publish in Newsletter
- Publicize conservation efforts in cooperation with NRCS District Conservationist and other district staff through newsletter articles
- Assist in gathering information and publishing Achievement Award winner in the district newsletter
- Participate in the organization of field tours, workshops, educational activities and achievement program
- Assist in preparing news releases of district activities
- Make reservations for attendance at training sessions and conventions
- Attend training sessions when approved by the district board
- Assist in the planning and preparation for the annual meeting and banquet
- Maintain the Morton County SCD Website and Facebook Page
- Review Insurance Programs and advise the district board as needed
- May be asked to assist with tree planting; some lifting may be required
- Perform other related duties as requested by the district board of directors
Supervision:This position is the direct responsibility of the board of supervisors. However, other district employees or the NRCS district conservationist in the office may be designated to be directly responsible for the day-to-day duties of this position.
Performance Review:Your performance of each duty in this position will be evaluated against the requirements developed for your position. A formal review will be completed by your supervisor on a yearly basis and will be discussed with you. Your performance rating is an overall evaluation of your performance in the judgme t of the District Personnel Committee. It will be the basis for any merit pay increases granted by the district board.
Wages:$20+ DOE
