Forest Service Wildland Firefighter (Risk Management Specialist) in Lufkin, Texas

Summary This position is located within the Southern Region, Region 8; National Forests in Texas in Lufkin, TX. The incumbent is responsible for Forest Program Management, involving the development and implementation of plans and programs in resource operational risk management and occupational health and safety. Responsibilities Participate with Fire and Aviation Staff, and other Resource Program Managers in the development and/or integration of the overall fire risk management program of work. Represent unit leadership as an expert, consultant and/or technical specialist for operational risk management policy development. Develop policies, programs and/or guidelines for wildland fire safety and health programs. Develop and/or revise agency manuals and handbooks related to wildland fire operations risk management. Provide program leadership and direction for fire operations risk management procedures. Coordinate development and/or implementation of policies, programs, and guidelines for wildland fire operational risk management programs. Analyze and review accidents/fatality reports, injuries, and illnesses resulting from resource operations. Coordinate risk management studies to determine the degree of hazards and accidents caused by fire related activities. Make on-the-job evaluations of incident management operations to determine effectiveness of fire management decisions. Evaluate operational risk management performance on incidents to assure coordination of risk management program with other elements of a fire program. Serve as expert, consultant, and/or technical specialist for fire operations risk management policy development. Analyze accidents, injuries, and/or illnesses resulting from fire operations to identify significant problem areas and recommend corrective actions. Specialized Experience Requirement: GS-11: Applicants must have one year specialized experience equivalent to the GS-09 in the Federal service. Examples of specialized experience include: Managed and/or assisted with a component of a wildland fire and/or wildland fire safety program; Provided technical guidance to implement risk management plans, policies, programs and/or guidelines for wildland fire safety; Assisted in conducting fire safety training for a unit as member of a wildland firefighting team. Selective Placement Factors A minimum 90-day experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.
