Position Description:

Manages personnel and budgetary matters for a department or college. Exercises discretion and independent judgment to oversee the activities of staff and the financial processes to ensure fiscal responsibility of department/college. Ensures staff and faculty have the resources to complete their work. Usually serves as a hiring manager and employee service coordinator.

Major/Essential Functions:

  • Assist with entering data in an internal contract management system for tracking purposes and to communicate with Operations departments and vendors on contract issues including modifications, answering questions, and updating pending contract status on a weekly basis. Effectively communicate orally and in writing, including conveying complex and technical subjects in a clear, concise, and positive manner.

  • Review and process contract amendments with the TTU Procurement contracting department.

  • Work closely with Operations Planning and Design and TTU Procurement Strategic Acquisitions to develop and manage a 5-year formal RFP/Bid/RFQ timeline. Establish a process to assist Strategic acquisitions in preparing RFPs for construction contracts.

  • Coordinate and track other interlocal agreements and easements as needed.

  • Coordinate budget-related documents and processes in support of Operations and construction projects.

  • Other duties as assigned to support the mission of Operations and the Business Services office.

Preferred Qualifications:

  • Knowledge of governmental accounting principles and practices as well as the procurement and payables process.

  • Knowledge of construction processes and needs related to contracting and procurement.

  • Bachelor's degree with three years of experience in purchasing, accounts payable, and/or reviewing/creating/processing contracts.
