The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires (https://file.lacounty.gov/SDSInter/bos/supdocs/199375.pdf) , including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild. The County of Los Angeles Fire Department is seeking qualified candidates to fill emergency Supervising Payroll Clerk I vacancies related to the unprecedented disaster.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Supervising Payroll Clerk I.

DEFINITION:

Supervises the payroll section of a County department or Health Services payroll operation with 500-900 employees, and has responsibility for certifying the accuracy of the payroll.

CLASSIFICATION STANDARDS:

Positions in this class supervise a department's payroll operation, typically comprised of one to five payroll staff, by utilizing full-supervisory responsibilities. Each department is allocated only one full supervisory level position based on the size of the department and/or function supervised. Incumbents assigned to this class must possess comprehensive knowledge of the Countywide Timekeeping and Payroll Personnel System (CWTAPPS) and all County payroll policies, procedures and regulations. In addition, incumbents must possess a working knowledge of the principles of supervision.

Essential Job Functions

  • Plans and schedules the work of the section in order to anticipate peak periods and meet deadlines.

  • Reviews the work of subordinates for adherence to work schedules and established procedures and policies, and evaluates the performance of employees supervised.

  • Trains or supervises the training of new employees in the work of the section.

  • Prepares or supervises the preparation of procedure manuals. Coordinates the work of the payroll section with that of other departmental divisions and sections, the Auditor-Controller, and the Department of Human Resources.

  • Plans, devises, and recommends new or revised departmental payroll clerical procedures and supervises their implementation.

  • Answers correspondence requiring a knowledge of County payroll procedures and policies.

  • Prepares or supervises the preparation of special reports based on payroll records. Acts as a primary departmental source of payroll knowledge and interprets County payroll policies and procedures.

  • Obtains interpretations of County Code provisions and Memoranda of Understanding and applies them to the processing of the payroll and the answering of payroll questions and complaints.

  • Participates in the work of subordinates by performing the more difficult and complex payroll work as needed.

Requirements

MINIMUM REQUIREMENTS:

TRAINING AND EXPERIENCE:

Option I:

Two years payroll clerical experience in a central payroll section of a County department at the level of Payroll Clerk I* involving the processing and review of the departmental payroll.

-OR-

Option II: One year's experience at the level of Assistant Supervising Payroll Clerk** supervising payroll clerks.

You MUST meet the above requirement(s) in order to be appointed to fill any vacancies related to this recruitment.

PHYSICAL CLASS:

Physical Class II – Light:This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

SPECIAL REQUIREMENT INFORMATION:

*In County service, Payroll Clerk I is defined as p rocessing the payroll for a segment of a County departmental or Health Services payroll operation.

** In County service, Assistant Supervising Payroll Clerk is defined as acting as a direct assistant to the supervisor of the payroll section in a large County department or Health Services payroll operation.
