Summary The Lead Pharmacy Technician performs duties which consist of significant scope, complexity and leads all GS-7 pharmacy technicians in their areas of assignment. This position requires a thorough understanding and experience in pharmacy operations. The lead pharmacy technician coordinates the workflow and technical aspects of the pharmacy operation and provides support, guidance and training of non-pharmacist technical staff and volunteers. Responsibilities The lead pharmacy technician assists pharmacy supervisor in quality improvement activities by participating in medical center and service process assessment and action teams and continually seeks to improve services. Assess workload volume throughout the day, identify backlogs, and makes staffing adjustments as needed to meet organizational goals. Identify areas of duplication of efforts and develop solutions to streamline processes, reduce waste, cost savings, and improve patient care. Responsible for organizing and assisting the pharmacy technician team to ensure assigned tasks are timely and accurately completed for their program area. Coordinate day-to-day maintenance and operation of pharmacy area equipment and automation. Listens to informal complaints of employees and other customers in a helpful and timely fashion. If not able to remedy a situation, the lead will notify the pharmacy supervisor. Assists in training and orientating new and existing pharmacy technicians and students on policy and procedures. Identify and report developmental and training needs to ensure safety and quality control for their program area. Assist in the development of policies and procedures and participate in departmental goal planning and quality improvement activities. Maintain competence by participating in staff development programs. Assists with daily inventory procurement and return from prime vendor, ensuring to escalate any procurement concerns to procurement technicians. Performs duties of all lower grade technicians. Controlled Substances Activities: These functions will be supported in the absence of the controlled substance technician (i.e., after hours, weekends, and leave). Accurately interpret, fills, and readies prescriptions with appropriate medications for pharmacist verification Appropriately restocks controlled substances items in automated secured cabinets (i.e., Omnicell) in pharmacy or throughout medical center, as assigned. Documents all controlled substance related transactions as indicated by VA and DEA guidelines. Ensures that proper handoff occurs when receiving or delivering controlled substances, always assuring that these medications are never left unsecured. Reports unresolvable discrepancies to immediate area supervisor for resolution. Assist in investigating, witnessing, and resolving discrepancies. Inpatient Pharmacy Activities: These functions will be supported assisting in or the absence of the sterile compounding technician (i.e., after hours, weekends, and leave). Follow USP 797/800 Guidelines for the compounding of all sterile preparations, including ophthalmic, cardioplegic, TPN, hazardous, large & small volume IV solutions, PCAs, etc. Manufactures uncomplicated and/or complicated parenteral admixtures to be delivered in the form of large volume, small volume, infusion syringe or other as required. Correctly interprets physician orders, selects, and measures appropriate ingredients, mixes ingredients in a safe and effective manner, inspects the final product for accuracy, suitability, and elegance, labels the product, maintains records of the manufacturing process, and supplies the product for pharmacist verification and delivery. Uses standard protocols to determine an accurate expiration date for each batch prepared. IV. Unit Dose Medication Management: Performs duties involved in all facets of unit dose drug distribution, in all areas of the inpatient pharmacy. Inventories and replenishes emergency trays/boxes. Operates and maintains automated dispensing unit dose systems. This includes clearing and returning unit dose items from automated dispensing unit dose systems back to the cabinet or to the pharmacy. Inspects packaged items for accuracy and suitability before submitting for final check, prior to distribution to hospital areas. Assures repackaged dosage forms are labeled according to USP and VA standards, including appropriate labeling, and attains a final review by a pharmacist. Qualifications Basic Requirements: Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) Education or Experience. A high school diploma or equivalent; or at least 3 months experience. Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-7 and above. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met for this position. Lead Pharmacy Technician, GS-8Experience: One year of leadership/management experience. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following technical KSAs: Ability to evaluate, analyze workflow, and coordinate work activities. Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes. Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff. Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment. Comprehensive knowledge of the procurement and formulary process. Comprehensive knowledge of investigational drug policies and procedures. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures. Comprehensive knowledge of , and ability to, analyze data in VA information systems. Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this grade level may be assigned as a supervisor; lead technician in a particular area of the pharmacy; a controlled substance technician; an investigational drug technician; a procurement/inventory management technician; a clinical pharmacy technician; or similar assignment with this level of complexity. The GS-7 level is for select, complex pharmacy technician positions, as established by each health care facility. To be advanced, employees must meet all of the following standards, provided the standard is part of their assignment. Determinations concerning placement of positions at this grade level shall take into consideration the skill mix and the availability of supervision in the work unit. Although these positions are under the supervision of a pharmacist, employees in such settings successfully and consistently demonstrate the exercise of independent technical judgment (without the need for readily available supervision) as well as comprehensive and thorough working knowledge of the most complex or difficult practices and procedures. Such individuals may also serve as leaders or co-leaders in a Pharmacy Service or for a specific unit or section.
