Los Alamos National Laboratory Real Estate Program Manager (Program Manager 4) in Los Alamos, New Mexico

What You Will Do

The Associate Laboratory Directorate for Infrastructure and Capital Projects (ALDICP) is seeking an experienced real estate professional to lead the Real Estate Team within the Infrastructure Program & Planning Office (IPPO). The Real Estate Program Manager will provide leadership and overall management of the Los Alamos National Laboratory (LANL) real estate portfolio. This position will be the primary interface with LANL leadership, the National Nuclear Security Administration (NNSA) Field Office and the NNSA Real Estate Contracting Officers related to real estate actions. This position requires the experience and ability to understand the strategic facility needs of LANL and to execute real estate actions in support of the LANL missions. The primary duties of the Real Estate Program Manager are to manage the acquisition of new leases through the federal process and the administration of existing leases, federal permits, licenses, and agreements. This position requires experience and knowledge of federal and Department of Energy (DOE)/NNSA requirements and guidelines with respect to real property asset management. The position also requires knowledge of commercial real estate laws, principles, practices, and markets. This position resides within the Infrastructure Program & Planning Office (IPPO), which is a multidisciplinary organization whose mission includes providing both short and long-term strategic infrastructure and facilities planning, space management, real estate, and facility utilization services to the Laboratory. The successful candidate regularly interacts with key federal stakeholders, internal customers, LANL leadership and outside agencies/entities. Program Manager 4 (non-technical) may manage activities and functions in a designated program area within a line or staff department, including developing, implementing and evaluating program policies, procedures and standards; determining program service levels and enhancements; developing and monitoring program budgets; providing technical advice and/or supervision to staff, other departments, and performs related work as required.

Key Responsibilities

  • Manage the scope of the Real Estate Program team and associated budgets and Real Estate Program schedules, deliverables and milestones.

  • Adhere to all safety and security responsibilities of all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task.

  • Develop and document information necessary (Preliminary Real Estate Plans) for the granting or acquiring of leases, licenses, permits, and easements and the acquisition of new facilities, land, or space.

  • Communicate with LANL leadership and NNSA any activities related to real property acquisition.

  • Work directly with LANL staff and NNSA in support of real estate activities, including tactical and strategic facility planning.

  • Provide management and guidance to the Real Estate staff on daily activities.

  • Interface with external entities (landlords) on leasing, licensing, and permitting actions.

Job Knowledge

  • Knowledge of federal acquisition regulations and applicable agency supplements.

  • Familiarity with governmental contracts and the flow-down of applicable clauses and requirements.

  • Knowledge of campus/site master planning, including tactical, strategic, comprehensive, technical and program level space and facility planning.

  • Ability to manage multiple tasks, often with competing deadlines.

  • Ability in providing leadership and motivating staff.

  • Seasoned knowledge for developing, implementing, interpreting and explaining applicable laws and regulations;

  • Ability to handle difficult and sensitive situations, using sound, independent judgment within general policy and legal guidelines.

  • Ability to communicate effectively with co-workers, subordinates, superiors, the general public, representatives of public and private organizations and others to exchange or convey information.

What You Need

Minimum Job Requirements:

  • Experience in federal real estate planning, acquisition, and real property management.

  • Extensive experience with real property management for large institutional environments.

  • Demonstrated experience with federal real property management including acquisition (new facilities, land, or space) and disposition of space and/or property.

  • Demonstrated experience effectively partnering with stakeholders, customers, high level management, tenants, landlords, and brokers.

  • Experience providing high-quality, accurate, well-organized, and easily understood written reports.

  • Experience managing diverse staff and promoting effective teaming.

  • Excellent oral communication and presentation skills.

  • Demonstrated success in developing program activities, goals and objectives; creating program evaluation tools and evaluating the effectiveness of the program.

  • Frequently handles difficult and sensitive situations, using sound, independent judgment within general policy and legal guidelines.

Education/Experience:

The position requires a bachelor's degree from an accredited institution and 12 years of directly related technical and project management experience; or an equivalent combination of education and experience directly related to this occupation.

Desired Qualifications:

  • Demonstrated knowledge and understanding of federal laboratory, institutional, or campus type sites and facilities and real estate agreements.

  • Demonstrated understanding of the technical and scientific work undertaken in research and development facilities, within the context of real property management.

  • Previous experience in a position of senior responsibility for the acquisition or management of real property.

  • Previous experience with DOE/NNSA or other government agencies.

  • Current membership in Federal Real Property Association, National Property Management Association, (https://www.google.com/url?sa=t&rct=j&q=&esrc=s&source=web&cd=3&ved=2ahUKEwjU-Nqj15bgAhURHTQIHSLODa4QFjACegQIChAB&url=https%3A%2F%2Fwww.npma.org%2F&usg=AOvVaw0AmFnt84h1Ok7roI5cb9Xi) or other related associations is desired. Federal Real Property Training certification is a plus.

Work Environment:

Work Location: The work location for this position is hybrid and is located in Los Alamos, NM USA. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
