Los Alamos National Laboratory R&D Manager 3 (W-8 Production Liaison Deputy Group Leader) in Los Alamos, New Mexico

What You Will Do

The Production Liaison Group (W-8) is looking for a Deputy Group Leader (R&D Manager 3) to add to the group. W-8 is responsible for the definition and oversight of weapon production activities at the production agencies (PAs). W-8 has duty stations onsite at Los Alamos National Laboratory (LANL) and offsite at Kansas City National Security Campus (KCNSC), the Pantex Plant (Tri-Lab Project Office), and the Y-12 National Security Complex. W-8 partners with all legacy programs, Life Extension Programs (LEPs), alteration programs (Alts), new programs, technology maturation, physics, and quality. In addition, W-8's portfolio provides a platform to partner with both internal and external stakeholders.

As the Deputy Group Leader of the Production Liaison group, you will team with the W-8 Group Leader with both line and program management responsibilities and for integrating all nuclear weapons production activities for the LANL design agency (DA) across the National Nuclear Security Administration (NNSA) National Security Enterprise (NSE). You will support the Group Leader with directing the W-8 group and work with other LANL organizations to resolve technical and programmatic issues associated with design definition to meet DA production deliverables.

Additionally, you will work with other W Division managers and leaders in executing the Weapon Systems Engineering Division mission. You will be expected to be a champion for the group's efforts for quality assurance, ES&H, security, conduct of operations, project management, and other aspects of integrated management. The position requires demonstrated collaboration and proficient communications skills as well as proven technical leadership. You will collaborate with the Group Leader to create and nurture a healthy work environment that encourages learning, teaming, creating mutual respect, and delivering excellence at all levels.

Minimum Job Requirements:

Leadership:

Demonstrated successful leadership skills and a demonstrated record of developing and fostering successful cross-organizational teams to solve complex problems. Demonstrated experience with conflict resolution. Demonstrated experience successfully mentoring newer staff members.

Communication :

Demonstrated excellent interpersonal, oral and written communication skills and demonstrated ability to interact effectively with all levels of Laboratory personnel and internal and external customers.

Teamwork:

An accomplished record of developing and fostering successful cross-organizational teams to solve complex problems.

Production Liaison:

Experience with production liaison roles and responsibilities. Experience interpreting drawings and requirements. Experience with manufacturing and inspection process.

Nuclear Weapon Systems:

Experience working with NNSA, Department of Defense (DoD), and NNSA Design Laboratories and Production Agencies. Knowledge about LANL nuclear weapons designs.

Education/Experience:

Position requires a Bachelor's Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Clearance:

Active DOE Q-Clearance and Sigma 15 authorization, or ability to obtain and maintain an Active Q-Clearance and Sigma 15 authorization.

Desired Qualifications:

• WSLAN experience is highly desirable.

• Working knowledge of, and experience with, handling classified material.

• Familiarity with the Laboratory weapons production development and programmatic activities.

• Experience with conflict resolution.

• Experience as a Derivative Classifier (DC).

• Knowledge of engineering authorization systems, document management systems (e.g., PDM Link or like software) and applications to stockpile maintenance and configuration management.

• Active Q clearance and Sigma 15 authorization.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 (https://www.directives.doe.gov/directives-documents/400-series/0472.2-BOrder-chg1-pgchg) for additional information.

No Clearance: Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Term position: Regular-status Laboratory employees applying for term-status positions may retain regular status with approval of the cognizant Principle Associate Director.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
