Los Alamos National Laboratory Program Manager 3, Risk Manager in Los Alamos, New Mexico

What You Will Do

As the Program Manager 3, Risk Manager, within the Stockpile Management Office (ALDWP-SMO) Organization you will assist the Project-Program Director 4 in managing the overall Risk Management Program within ALDWP-SMO in support of various NA-12 (Office of Stockpile Management) based programs and report directly to a Project-Program Director 5 and Project-Program Director 6 within the office. The selected individual will serve as a Program Manager/Risk Coordinator for the Weapon Production Risk Management Program with responsibility for cross-program/cross-site/cross-agency collaborations to ensure overall successful program execution and active risk management.

As a Program Manager 3, Risk Manager, you will serve as a LANL-PA risk interface/coordinator with one or more high-level external customers to assist the Lead Risk Manager in actively managing risk and supporting risk mitigation for various NA-12 based programs, in accordance with Laboratory, Associate Laboratory Directorate for Weapons Production (ALDWP), and ALDWP-SMO capabilities, capacities, and priorities, which balance the best interests of the customer, the program, and the institution as a whole. The selected individual will assist in providing leadership, vision, strategic and tactical planning, and overall support for execution of the overall risk management program within ALDWP-SMO. The PM3 will apply advanced working knowledge developing, managing, and refining processes for tracking risks across various portfolios; maintain advanced knowledge of the relevant technical discipline and understand and adhere to all Laboratory and regulatory guidance and governance specific to the programmatic work of the stockpile management office portfolio. The selected PM3 candidate will also be expected to work with various program teams to effectively assist in managing portfolio risks: identifying and documenting potential portfolio risks, developing, and documenting risk mitigation strategies and corrective actions, recommending risk acceptance/avoidance, and executing schedule/cost risk modeling/analysis for the various scope associated with component production and surveillance activities within the Production Agency.

What You Need

Minimum Job Requirements:

Risk Management : Advanced knowledge in developing, managing, and refining processes for tracking risks across various portfolios. Advanced knowledge in coordinating and interfacing with Program Managers, technical project managers, and scope executing organizations to identify, report, and manage risks using various risk management tools and processes. Advanced knowledge performing cost and schedule risk analysis and/or modeling.

Program Management: Advanced knowledge of and consultative experience in all aspects of program or project management of technical work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.

Portfolio Management: Advanced knowledge of the technical or operational discipline of the assigned NA-12 Stockpile Management portfolio(s).

Communication : Experience in developing and nurturing effective high-level external and internal customer relationships.

Collaboration: Experience in interacting effectively with all levels of external and internal personnel; building trust, gaining consensus, and resolving conflicts.

Education/Experience: Position requires a Bachelor's Degree in a technical or STEM related field, from an accredited institution and 8 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

Stockpile Management: Knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs.

Communication: Excellent oral and written communication and presentation skills & experience interacting in an effective manner with NNSA and/or other federal customers.

Leadership: Demonstrated experience in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools.

Product Life Cycle : Demonstrated experience in supporting a program or set of programs through the 6.x product life-cycle process (Life Extension Program or Major Alteration experience).

Education : At this level an advanced degree in a technical or STEM related field is preferred.

Work Location : The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
