What You Will Do

The Associate Laboratory Directorate, Plutonium Infrastructure (ALDPI), at Los Alamos National Laboratory (LANL) manages the execution of major capital projects related to infrastructure required to meet plutonium pit production deliverables. This is an opportunity for an exceptional project professional to work directly with senior leadership to ensure execution of the new Plutonium Infrastructure Directorate capital construction project portfolio. The Directorate is at the center of execution of capital projects in and around the Los Alamos National Laboratory's plutonium pit production facilities for U.S. nuclear weapons and is focused on sustaining the current stockpile; providing life extensions of the stockpile; and helping to ensure the safety, security, and effectiveness of the U.S. nuclear deterrent. Reporting to a Project-Program Director under the Senior Director for Line-Item Projects (LI-PROJ) this position is critically important to the safe and efficient implementation of programmatic elements within LI-PROJ. Manager of Projects 2

As a Manager of Projects 2 (MOP2), you will provide the capabilities and relevant Laboratory elements to successfully deliver excellence in safe execution of construction projects and assure performance against relevant prime contract elements. Specifically, you are expected to support the project manager, assist in all planning and execution activities, and assist the line manager for all deployed Project Managers and other functions in support of executing all assigned program elements in support of LI-PROJ. This position will report administratively to a MOP 3 or higher, or Program Director in LI-PROJ.

You will assist with Integrated Safety Management (ISM) and support all aspects of personnel management, including but not limited to, recruiting, employee hiring and on-boarding processes, managing headcount, forecasting and budget(s) associated with group, directing assignments, training, providing continuous performance management including annual performance discussions, identification of growth opportunities and ensuring proper team recognition and appreciation. Work with the MOP 3 or higher, or the Program Director, to define the scope of the portfolios and develop strategies and plans to address project needs. This includes developing resource needs, logistics, and assistance to management on matters dealing with Laboratory policies and procedures to ensure compliance, implements project management policies, plans, and programs for the orderly execution of projects including monitoring the execution of deliverables.

Minimum Job Requirements:

Technical Leadership

Proven ability to successfully lead and manage (organize, direct, control) a technically oriented project management team in the execution of moderately to exceptionally complex projects, including supervision and development of employees. Strong experience managing construction projects including proactively managing changes in project scope, identifying project risks, and developing successful project execution plans.

Management

Demonstrated ability to provide strong leadership, mentorship, prioritization, and management of assigned employees in a collaborative and participative environment to build strong teams. Demonstrated experience and skill developing and implementing organizational strategies and objectives.

Technical Excellence

Strong knowledge and demonstrated experience managing nuclear facility and or programmatic project work. Project experience with DOE O 413.3B projects or equivalent system of requirements. In-depth knowledge of/and experience in the engineering, procurement, construction, performance assurance, project risk management and/or turnover to operations of programmatic equipment.

Collaboration and Coalition Building

Strong experience in developing and nurturing effective internal and external customer relationships. Provide project leadership on issues that require cross-organizational solutions. Ability to promote an open and informal communication environment, to develop mutual trust and teamwork, and to facilitate employee self-development.

Personal Leadership

Proven leadership and management in the following areas: personnel management, customer engagement, financial and schedule management.

Communication

Excellent interpersonal, oral and written communication skills that includes reporting on project status to senior level management, project stakeholders, as well as regulatory inquiries.

Compliance and Security

Demonstrated experience developing and implementing plans or programs to meet or exceed contractual requirements, performance measures, regulations, and laws, including the proven ability to do so while operating within a highly sensitive national security environment.

Education/Experience for Manager of Projects 2 : Position requires a Bachelor's Degree from an accredited institution and 3 years related experience; or, an equivalent combination of education and experience directly related to the occupation (if no Bachelor's Degree then a minimum of 11 years of related experience).

Desired Qualifications:

LANL Operations

Familiarity in nuclear facility operations or other highly complex, hazardous operations, particularly as it pertains to the Los Alamos National Laboratory Mission.

Stakeholder relations

Experience working with federal customers, or representatives, at headquarters or field office level in a strategic manner to maximize satisfaction. Experience working on integrated project teams in construction.

Certifications

Project Management Institute Project Management Professional (PMP)® certification or equivalent desired.

Clearance

Active DOE Q clearance desired

Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
