Los Alamos National Laboratory Financial Systems Analyst 4 in Los Alamos, New Mexico

What You Will Do

The Financial Systems (FIN-SYS) Group is seeking to hire a highly motivated, customer-focused Senior Financial Systems Analyst 4 who will help provide systems support and maintenance for the Laboratory's Oracle Human Resource Management System (HRMS), including Oracle Time and Labor (OTL) and Payroll systems. This is an opportunity to take on meaningful and challenging work in support of a key Laboratory business function. This position will be an integral part of the LANL Payroll and OTL Agile Development team. Areas of support include: OTL, Payroll, Benefit Accounting, Tax, and Retirement Accounting. In addition, this role provides support for HR Benefit initiatives that impact time entry and payroll processes, procedures, configurations, reporting and interfaces. This position will report to the Financial Systems Group Leader (FIN-SYS) and will work closely with experienced Systems Analysts, and the Payroll team.

In support of Finance and Controller Divisions, the Financial Systems organization provides system analysis and support, application configuration setup and maintenance, systems subject matter expertise, input to key business process improvements, and support for system enhancements and new system development. Our Financial Systems Analysts develop strong working relationships with their peers, functional Subject Matter Experts, technical developers, and other support staff in support of key Finance and Accounting business systems and processes. Selected candidate must be available able to work outside a normal schedule if required. Reliability and availability are a must.

What You Need

Minimum Job Requirements:

Business Systems Knowledge and Support

Advanced knowledge and experience working with customers to identify system requirements, translating those business requirements into specific objectives and action plans, identifying, and allocating the needed resources to meet functional objectives and system deliverables, and working system solutions through to completion. The selected candidate will also have extensive experience analyzing enterprise level complex financial system challenges, developing and implementing system strategies and creative solutions, and interacting with and analyzing complex data sets. Experience providing day-to-day support in the areas of time entry, payroll processing, year-end tax processing, and benefit and retirement accounting reconciliations,

Project Delivery

Extensive experience working with functional and technical project teams to deliver business solutions within the software development life cycle framework, including traditional waterfall and agile development methodologies. Extensive knowledge and experience leading special projects requiring the development of unique solutions to problems and recommending and implementing courses of actions.

Problem Solving

Extensive knowledge and experience researching issues, gathering information, analyzing data, and summarizing results with a proven ability of providing actionable analysis for decision making. Experience troubleshooting and resolving system problems and issues; both independently and as a team member.

Communication/Teamwork/Organization

Demonstrated excellence and experience in the following areas: communicating and presenting detailed information in an understandable manner; effectively interacting with customers, peers, and management; demonstrated ability to work effectively independently and within a team with stringent deadlines, interruptions; and changing priorities; working with a high degree of accuracy and accountability; advanced organizational skills in prioritizing and executing business and financial assignments; excellent communication and interpersonal skills with proven ability to resolve, motivate, negotiate, influence, build consensus amongst others in successfully implementing changes and acceptance of new ideas or concepts.

Technology

Demonstrated and extensive experience supporting an enterprise level Oracle HRMS platform, specifically Oracle OTL, and Payroll. Experience supporting highly customized OTL and Payroll configurations, time entry rules, Fast Formulas, interfaces, patching, system upgrades, and business processes. Experience integrating Oracle HRMS modules with Oracle or other Project Accounting or Third-Party vendor software. Demonstrated and proficient use of SQL for data analysis and troubleshooting system issues. Strong experience utilizing enterprise productivity software (Word, Excel, Outlook, PowerPoint, MS Teams, Jira etc.) for professional communication.

Education/Experience:

Position requires a Bachelor's Degree in Business, Finance, Accounting, or Management Information Systems, and 12 years of experience; or an equivalent combination of education and experience directly related to the occupation.

Work Location: The work location for this position has the potential for remote work. Remote work is defined as working offsite that is greater than 2 hours of the Laboratory location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
