County of Todd Deputy Auditor Treasurer Full-time in Long Prairie, Minnesota

Purpose of Position This position is responsible for the management of the County s Integrated Financial System to ensure accuracy and compliance with current accounting procedures, rules & regulations, along with providing leadership to other county departments in regards to accounting procedures. This position is a member of the Finance Committee, and coordinates the county financial budget process. This position maintains certification in Property Tax Administration in order to manage the property tax calculation, collection & settlement payment processes mandated by Minnesota State Statute. This position maintains certification in Election Administration and is responsible for orchestrating the election setup, training and reporting systems for transparent Election Law procedures. This position is clerk to the County Board and facilitates the preparation & preservation of all County Board Official Records. This position is responsible for the management of the Tax Forfeiture Process according to Minnesota State Statue. Reasonable accommodations may be made to enable an individual with disabilities to perform the essential functions. Maintains the property tax parcel records of the county taxation system. Internally audit financial records to ensure appropriate distribution of revenues & expenditures across all county funds. Coordinate annual county wide budget process. Including the maintenance & tracking of all changes made to any countywide line item in the county s complex financial system. Build and process weekly, monthly and yearly financial entries, including entries for the annual county financial audit & financial statement. Reviews and submits all necessary State & Federal reporting requirements. Manage all county wide capital asset records. Coordinates submittal of all county vouchers and receipts for all County funds. Troubleshoot accounting discrepancies and rectify according to GASB accounting standards and County Auditor s direction. Train County Departments on accounting procedures and standards. Coordinate research on special interest topics as requested. Programming the coding system for tax settlement calculations. Build, analyze and balance reports for tax settlement processing. Facilitate yearly renewal and new issuances of Auditor/Treasurer granted licenses. Analyze and finalize all payroll distributions for accuracy. Responsible for the execution and implementation of all delinquent property tax laws in relation to tax forfeiture, confession of judgment and bankruptcy. Custodian of all tax forfeited properties from time of forfeiture to time of sale and manager of all legal requirements including evictions, rentals & health/safety regulations. Conduct tax forfeited land auction sales. Facilitate preparation of bi-m nthly board meeting agendas, special meetings and work sessions. Draft Board Action & Resolution documents for County Commissioner review. Analyze submissions to County Board Agenda for completeness and accuracy. Transcribe minutes from County Board proceedings for approval and archiving. Coordinate and administer the setup and execution of all elections within Todd County. Documents each election process and maintains all election related records. Train and support all municipal/school district clerks and election judges on election administration procedures and updates. Provide leadership and training to fellow employees as questions/learning opportunities are presented. Answers questions from the general public in regards to the delinquent tax process for forfeiture in person as well as over the phone. Works with the collection of current and delinquent taxes. Assist and oversee daily balancing procedures. Maintain and oversee the Treasurer s Financial System processes. Assist Auditor-Treasurer with all county investments, savings accounts, CD s etc. Oversee reconciliation of the county s various complex bank statements. Build and present yearly recommendations for cash flow maintenance for the county ditch fund. Coordinate yearly ditch assessment repayment within the ditch module. Draft lien documents for unpaid ditch assessments for official record, and their subsequent releases. Certifies tax searches for abstractors, real estate companies, escrow companies, appraisers, and the general public. Assists the general public with tax related questions or concerns. Can perform various tasks in the absence of other office personnel. Supervises and directs staff of the office including managing the department in the absence of the Auditor/Treasurer and Chief Deputy Auditor/Treasurer. Performs other job duties and projects in accordance with county policies and procedures as directed and evaluated by the County Auditor/Treasurer. Assisting the general public, both in person and on the telephone, in the performance of department functions. Keeps up to date on changing generally accepted accounting practices, appropriate state statutes, and State Auditor guidelines. Participates in continuing educational and on the job training opportunities, for personal growth and development, as directed. Follows all established safety procedures and precautions when operating office equipment. Follows established safety and infection control policies and procedures and participates in all required in-service training regarding fire safety, disaster preparedness, infection control, and safety regulations. Follows all established county personnel policies and guidelines, including all departmental policies and procedures. Maintains work areas in a sanitary and safe manner and follows departmental dress code.
