Summary The position is located in the Research and Development Office of the VA Long Beach Healthcare System and reports to the Administrative Officer (AO) for Research and the Associate Chief of Staff (ACOS). The research and development office comprise a complex and diverse program that oversees approved projects in general Biomedical Laboratory Research and Development, Rehabilitation Research and Development, Health Services Research and Development and Clinical Science Research and Development. Responsibilities This is a bargaining unit position. No special physical demands although it may involve some walking, standing, bending, or carrying of light items such as binders, books, instructional materials, and thick files. Supervisory Probationary Statement: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position. Major Duties: Pre-Award Function: Manage the entire pre-award and post-award program for the VALBHS, Research and Development program carrying out critical activities and makes unilateral decisions in the grant management program. Prepare, review and submit research proposal to VA Central Office (VACO) ensuring that all proposals are administratively and technically correct. Determines and educates investigators regarding local requirements that ensure timely and correct completion of the required comprehensive pre-award review by the Specialist and other assigned personnel in order to meet ORD requirements. Establishes a system to ensure the timely submission of all research grant applications to meet Central Office deadlines. PI Consultation and Education Function: Develops educational and instructional tools to assist investigators with the grant process. Works with AO and ACOS to enhance research funding by encouraging investigators to submit grant proposals, develop strategies and procedures to vet projects and give provide feedback to investigators about ways to improve their funding prospects. Develop procedures, which will include guidelines for applications, SOP for developing and submitting grant applications, procedures for monitoring post-grant financial account management and reporting as well as procedures for compliance with various agencies requirements. Post Award Functions: Responsible for an in-dept review and compilation of committee/subcommittee approvals of required Just in Time (JIT) documents for the funded VA projects and submitting to VA through an electronic submissions system. Advise and coordinate with principal investigators, their research staff, and provide mentoring of new investigators with the diverse requirements and exact deadlines of the pre- and post-award programs. Track post-award budget expenditures and accounts management and ensure timely communications to the investigators on the status of their award accounts including monthly statements. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. SELECTIVE PLACEMENT FACTOR (SPF): A selective placement factor represents knowledge, skills, or abilities that are essential for successful job performance and cannot reasonable be acquired on the job during the orientation period. Applicants who do not possess the identified SPF will not be considered. The SPF for this position is: Experience in preparing, reviewing, analyzing, and evaluating Federal research grants. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as evaluation of grants programs; interpret and implement grants policies, procedures, and practices; provide technical assistance, oversight, advice, and consultation to staff and customers; advise and support administrative processes within program areas; prepare and review grants requests; develop processes and procedures to ensure regulatory compliance; communicate with a variety of management, staff, and customers both formally and informally. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully Successful completion of a Ph.D. or equivalent doctoral degree course of study in an accredited college or university. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one year of graduate-level education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
