City of Littleton Management Analyst - Public Works in Littleton, Colorado
The City of Littleton Public Works Department has a new and unique opening for a Management Analyst.
This Management Analyst position will be responsible for contract administration and coordinating development of the department’s capital and operating budgets. In addition, this position will analyze data and programs that support Public Works functions. The position will work closely with the Finance Department’s Procurement Manager and Budget Manager and requires expertise in data analysis, budgeting, contract administration, and procurement processes to optimize project execution, and budget management.
Some ongoing and upcoming projects and programs that this position will support include various capital projects in transportation, bridges, stormwater, sanitary sewer, facilities, and grounds / forestry. Support will also be provided in areas of fleet replacement / maintenance, general asset management, and street maintenance.
The ideal candidate will have strong experience with data analysis, reporting, project management, budgeting, contract administration, and procurement. Successful candidates will have a business analyst mindset, be collaborative, adaptable, and have a knack for synthesizing complex information into easily communicated processes and deliverables.

Hiring pay range $87,780 - $97,020 per year
This full-time position is exempt per FLSA and is not eligible for overtime compensation.
Work Schedule : This is a full-time position and has the option to work a hybrid schedule with some days teleworking and some days working in person at the office.

ESSENTIAL DUTIES & RESPONSIBILITIES:
Discretionary and Informal Purchasing Oversight: Assists Public Works staff with informal bidding (non-capital purchases < $100k and capital purchases < $250K) with oversight from the Procurement Manager.
Contract Oversight: Ensures adherence to City of Littleton code, procedures, and policies prior to submissions to Legal for review.
Manages Public Works contract compliance, including monitoring expirations, change orders, and receipt of deliverables. Tracks, reviews, and processes insurance and bonds.
Routes new contracts and amendments for city reviews and approvals.
Collaborates with the Procurement Manager to ensure compliance with all relevant procurement policies.
Budgeting and Financial Analysis: Supports the Finance Department in developing and monitoring budgets for Public Works projects and programs, ensuring accurate forecasting and allocation of funds.
Supplier Management: Identifies, evaluates, and maintains relationships with suppliers and contractors, ensuring quality and compliance with project specifications.
Market Research: Conducts market research to identify potential suppliers, assess market trends, and develop strategies for cost-effective procurement.
Compliance and Reporting: Ensures compliance with all local, state, and federal regulations. Prepares reports on procurement activities and project budgets for municipal leadership, in line with the city's reporting requirements.
Collaboration: Works closely with project managers, engineers, and other stakeholders to understand project needs and timelines.
Training and Guidance: Provides training and guidance to other Public Works staff on contract management and budget management best practices.
Collaborates with project managers to develop clear and comprehensive specifications and scopes of work for materials and services required for a project.
Oversees Public Works mini-bid processes for on-call contracts, ensuring compliance with contracts and internal procedures.
Collaborates with Public Works project managers to track timelines and deadlines related to Requests For Proposals, Invitations For Bids, and Colorado Department of Transportation advertisement and award concurrence.
Coordinates with the Finance Department to ensure timely payment to contractors and suppliers based upon contract stipulations and deliverable completion.
Identifies potential risks associated with procurement activities and develops mitigation strategies to address them.
Serves as a resource for project managers and other stakeholders regarding procedures and compliance requirements.
Generates reports on procurement activities, supplier performance, and budget status.
Works closely with multidisciplinary teams, including engineers, project managers, and finance staff, to facilitate effective procurement processes.
Communicates regularly with stakeholders to provide updates on procurement progress and address any concerns or questions.
Reviews and evaluates Public Works Department budgets to plan for and accomplish goals in support of overall city strategic initiatives.
Supports the Budget Manager in creating and analyzing budget reports including five-year financial plans for Public Works Department operating and capital funds.
Supports the Finance Department in preparation of a capital improvement plan and ongoing analysis of this plan.
Oversees the internal Public Works Department budget development process which includes analysis of revenue and expenditures, and ensuring details are accurate, consistent and complete.
Performs contract administration of public improvement projects.
In support of the Budget Manager, monitors and analyzes capital project budgets to maintain funding levels, reporting on project status, use of funding sources, and alignment with established project prioritization.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in Public Administration, Business Administration, Finance, or a related field; and
Three (3) years of experience in contract and/or budget management, with a focus on public works or municipal projects; or
An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position may be considered.
Must be able to pass a pre-employment criminal background check.

Knowledge and understanding of the principles and practices associated with municipal budgeting and accounting.
Data analysis and management: Strong ability to analyze data, assess supplier quotes, and make informed decisions based on quantitative and qualitative factors.
Technical Proficiency: Experience with ability to learn various financial and ERP programs; Workday experience preferred.
Project Management: Capable of managing multiple projects simultaneously, ensuring timely completion and adherence to budgets.
Attention to Detail: Strong attention to detail to ensure accuracy in documentation and financial reports.
Problem-Solving: Ability to identify issues, analyze potential solutions, and implement effective resolutions.
Interpersonal Skills: Strong interpersonal skills to build and maintain relationships with suppliers, contractors, and internal stakeholders.
Adaptability: Ability to adapt to changing regulations, procurement practices, and project requirements.
Team Collaboration: Ability to work collaboratively with project managers, engineers, and other municipal staff to achieve shared goals.
Ability to foster innovative ideas and streamline operations to provide meaningful value for customers and the community.
Considerable knowledge of the operations of infrastructure asset management and capital improvement projects.
WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:
Work is performed both indoors in a public building environment and outdoors on public infrastructure. Long periods of sitting, standing, or walking may be required.
Physical activities include occasions lifting, carrying, pushing or pulling objects weighing up to 50 pounds with or without assistance.
Requires ability to sit, stand, operate a vehicle, walk and tolerate extreme weather conditions and temperatures.
