City of Littleton Development Review Engineer (I, II, or III) in Littleton, Colorado

Position may be filled at the I, II, III, or Lead level, depending on qualifications and department needs.

The City of Littleton is seeking candidates for a Development Review Engineer in the Community Development Department. Our department encompasses all aspects of residential and commercial development within our city. The Development Review Engineer position is deeply engaged in the process of designing, permitting, and constructing private and commercial development projects throughout the City of Littleton.

The Development Review Engineer is responsible for reviewing development proposals, engineering reports and plans, and permit applications. This position involves ensuring that all projects comply with relevant regulations and standards, as well as providing technical expertise and guidance to various stakeholders.

The ideal candidate will demonstrate the ability to collaborate with a wide variety of customers and stakeholders while also having a strong working knowledge of public infrastructure in order to perform complex, technical analysis of development projects.

Hiring pay range for Development Review Engineer I: $91,874.50 - $101,545.50 per year

Hiring pay range for Development Review Engineer II: $102,253.25 - $113,016.75 per year

Hiring pay range for Development Review Engineer III: $108,931.75 - $120,398.25 per year

This full-time position is exempt per FLSA and is not eligible for overtime compensation.

Work Schedule : This is a full-time position and has the option to work a hybrid schedule with some days teleworking and some days working in person at the office.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Assists in the review of development proposals, site plans, and construction drawings.

  • Conducts preliminary assessments and evaluations of project feasibility and compliance.

  • Collaborates with other departments, developers, and the public to provide technical guidance and support.

  • Participates in site inspections and field investigations to ensure project adherence to approved plans.

  • Prepares reports and documentation related to development review activities.

  • Responds to inquiries from the public, developers, and other stakeholders regarding development standards and regulations.

  • Ensures compliance with Public Works Design Standards, Standard Plans, and City of Littleton Revised Code for public utilities and Right-of-Way improvements associated with residential and commercial developments through the permit plan review phase.

  • Interprets construction drawings and provide direction to inspectors.

  • Serves as contact with private sector engineers to resolve design problems and provide clarity of standards interpretation.

  • Reviews as-builts drawings.

Additional Duties & Responsibilities for Development Review Engineer II:

  • Provides first-level supervision and mentorship to project staff.

  • Reviews and approves development proposals, site plans, and construction drawings for compliance with regulations.

  • Reviews initial design submittals for infrastructure needs during the land use phase.

  • Conducts detailed assessments and evaluations of project feasibility, environmental impact, and compliance.

  • Provides technical guidance and support to developers, contractors, and the public.

  • Performs site inspections and field investigations to verify project adherence to approved plans.

  • Prepares comprehensive reports, documentation, and recommendations related to development review activities.

  • Coordinates with other departments and agencies to facilitate the development review process.

  • Participates in public meetings and hearings to present findings and recommendations.

Additional Duties & Responsibilities for Development Review Engineer III:

  • Leads and oversees the review and approval of complex development proposals, site plans, and construction drawings.

  • Conducts advanced assessments and evaluations of project feasibility, environmental impact, and compliance.

  • Provides expert technical guidance and support to developers, contractors, and the public.

  • Supervises and mentors lower-level engineers and planners in the development review process.

  • Performs and oversees site inspections and field investigations to ensure compliance with approved plans.

  • Prepares and presents detailed reports, documentation, and recommendations to leadership and public officials.

  • Coordinates with other departments, agencies, and stakeholders to streamline the development review process.

  • Represents the department in public meetings, hearings, and interagency discussions.

MINIMUM QUALIFICATIONS:

Minimum Qualifications for Development Review Engineer I:

  • Bachelor’s degree from an accredited college or university with major course work in Civil Engineering, Urban Planning or a related field relevant to the position; and

  • Certification as an Engineer Intern (EI) in the State of Colorado; and

  • 0-2 years of engineering plan review, engineering design, oversight of public construction projects, urban planning or other closely related experience; or an equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.

  • Possession of a valid driver’s license.

  • Ability to pass a pre-employment criminal background check and motor vehicle records check.

Minimum Qualifications for Development Review Engineer II:

  • Bachelor’s degree from an accredited college or university with major course work in Civil Engineering, Urban Planning or a related field relevant to the position; and

  • Certification as a Professional Engineer (PE) in the State of Colorado; and

  • Five (5) years of engineering plan review, engineering design, oversight of public construction projects, urban planning or other closely related experience; or an equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.

  • Possession of a valid driver’s license.

  • Ability to pass a pre-employment criminal background check and motor vehicle records check.

Minimum Qualifications for Development Review Engineer III:

  • Bachelor’s degree from an accredited college or university with major course work in Civil Engineering, Urban Planning or a related field relevant to the position; and

  • Certification as a Professional Engineer (PE) in the State of Colorado; and

  • Seven (7) years of engineering plan review, engineering design, oversight of public construction projects, urban planning or other closely related experience; or an equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.

  • Possession of a valid driver’s license.

  • Ability to pass a pre-employment criminal background check and motor vehicle records check.

Preferred Qualifications:

  • Experience in a municipal government environment

  • Knowledge of Colorado standards and regulations

KNOWLEDGE, SKILLS, ABILITIES:

  • Requires expert knowledge of the principles, techniques, and practices of civil engineering, construction management and contract administration. 

  • Thorough knowledge of development review process. 

  • Ability to review engineering plans and specifications. 

  • Strong understanding of principles, practices, materials, and terminology related to site construction. 

  • Requires excellent interpersonal, oral, and written communications skills and the ability to effectively communicate. 

  • Ability to translate verbal communication into effective written materials, including reports and other documents. 

  • Ability to inspect permitted engineering work and projects for completeness, ensuring proper work methods and compliance with applicable regulations and ordinances. 

  • Ability to use various software platforms including Synchro, Civil 3D, Microsoft Office, GIS, and aptitude to learn and apply other software. 

  • Ability to interpret and apply Federal, State, and local policies, laws, and regulations. 

  • Demonstrates initiative by taking on new and/or expanded responsibilities without being asked and helping others complete their tasks.

  • Demonstrates leadership through confidence, expertise, and taking appropriate control of situations. Shows consideration for the needs of others beyond self, team, or department.

  • Demonstrates expertise and customer service that minimizes complaints, represents the city appropriately, and displays professional maturity.

  • Demonstrates autonomy by working independently within guidelines and uses discretion and flexibility with situational awareness.

  • Demonstrates independent decision making by recognizing the boundaries of their authority and knows when to escalate a situation, without a constant need for approval/guidance from their supervisor.

  • Actively seeks resolution of conflicts between city staff, residents, contractors, or other persons dealing with the City of Littleton. Coordinates resolution with appropriate managers.

WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:

  • Requires the following physical abilities to perform essential job functions: lifting, carrying, pushing or pulling objects weighing up to 25 pounds with or without assistance.
