ICF Consulting Group, Inc. Lead Quality Analyst in Little Rock, Arkansas

ICF is currently seeking a Lead Quality Analyst excited about and skilled in data analysis, data visualization and data storytelling. As the Lead Quality Analyst, you will apply your academic knowledge and work experience to support evaluation and continuous quality improvement (CQI) on a national technical assistance project in a federal consulting environment. The goal of the project is to support and enable legal representation to eligible arriving Afghans across the country and to expand the legal community’s skills and capacity to provide immigration legal support. As the Lead Quality Analyst, you will work with the Quality Manager to lead a team that will support provision of meaningful data to inform project management and service improvement. This will include leading the development of data collection instruments, data infrastructure and systems, web-based intercept surveys, interviews/focus groups, data visualization, data storytelling, dashboards, presentations and report writing.

The successful candidate should have relevant experience and a proven record of performing technical and managerial tasks and activities to support quality assurance, continuous quality improvement (CQI) and evaluation contracts within a federal consulting environment, preferably in the area of monitoring quality of services for refugees. Candidates must be able to lead multiple tasks with competing deadlines, be versed in a wide variety of strategies for ensuring quality services, supporting data informed decision making, building data infrastructure and maintain positive relationships with clients and colleagues.

Key Responsibilities

  • Manage data quality assurance and quality control activities

  • Collaborate effectively with project leadership and the client to use data to inform future service provision

  • Design data infrastructure and analysis activities to support monitoring

  • Plan, organize and lead quality assurance tasks, particularly designing internal evaluation of services, building data infrastructure, data management and analysis, and data storytelling/visualization.

  • Lead analysis and synthesis of qualitative and quantitative data

  • Create custom reports and data visualizations and support regular staff use of data for quality assurance and continuous quality improvement

  • Conduct Data-driven storytelling built using enhanced data presentation and data visualization techniques

  • Develop reports/briefs, conduct briefings/presentations, and provide data for varying audiences while incorporating data visualization principles and concepts

  • Support Continuous Quality Improvement infrastructure

  • Monitor and report progress in terms of activities, outputs/deliverables and outcomes

  • Identify problems, recommend adjustments/improvements, and implement solutions

  • Engage in ongoing interactions with clients and the field, as appropriate

  • Ensure compliance with contract guidelines

  • Engage with other experts outside of ICF to ensure that work is informed by the best and most current variety of expertise available on each topic, including consideration of equity and diversity.

Basic Qualifications:

  • Master’s degree in data science, justice, social work, psychology, education, or other social science related subject.

  • 5+ years of experience in evaluation and quality assurance, including change management and continuous improvement

  • 2+ years’ experience managing a team

Preferred Skills:

  • Experience with research and evaluation related to quality management, implementation, organizational change, systems change, and fidelity

  • Experience using a statistical package such as SPSS, SAS, STATA, or R

  • Experience developing on-line surveys and using software such as Qualtrics

  • Experience applying analytic skills in a working environment (such as merging, cleaning, manipulating datasets)

  • Strong interest and/or experience in related topics such as refugee, immigrant, and asylee challenges; child welfare; capacity building; technical assistance; culturally responsive evaluation; participatory evaluation; implementation science and/or continuous quality improvement (CQI)

  • Prior work experience in a consulting environment

Professional Skills:

  • Demonstrated experience in data management, data visualization and data storytelling techniques and principles, including use of software such as Tableau, PowerBI, or Excel

  • Experience working with federal, state, or local stakeholder organizations on quality assurance and evaluation

  • Demonstrated experience in producing high-quality written products and conducting presentations for a variety of audiences.

  • Ability to prioritize and manage multiple activities simultaneously in a fast-paced, changing environment.

  • Solid team builder and team player with proven ability to manage competing priorities, perspectives and stakeholder needs.

  • Strong analytical, problem-solving, and decision-making capabilities.

  • Ability to multi-task and maintain high-quality results in a fast-paced environment.

  • Excellent verbal, oral, interpersonal and written communication skills, including experience with developing and delivering presentations and technical writing

  • Demonstrated outstanding level of professionalism, including ability to exercise good judgment, discretion, tact and diplomacy.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is :

$82,673.00 - $140,544.00
