Position will manage a small team responsible for all administrative processes and tasks required of the state parks” operational sections. These duties include project management processing, equipment acquisition, cost analysis, budget preparation, audit accounting practices, regulatory reporting, and policy review. Position will detect administrative inefficiencies and recommend corrective action. Develops and presents training programs for park management on administrative procedures. Participates with senior management in planning and implementing parks development of administrative changes and improvements. Writes, implements, and interprets policy and procedures for operational and fiscal management needs of parks. Will supervise other positions pertaining to operations and administration. Performs other duties as assigned.

Applicants must meet or exceed the following qualifications The formal education equivalent of a bachelor's degree in accounting or business management or a related field; plus, four years of experience in management and/or financial management in a for-profit organization. The Arkansas Department of Parks, Heritage and Tourism has three major divisions: Arkansas State Parks, Arkansas Heritage and Arkansas Tourism. Summary
The Arkansas Department of Parks and Tourism (ADPT) Specialty Operations Manager is responsible for managing the marketing and programs within the agency to ensure efficiency. This position is governed by state and federal laws and agency/institution policy.
Functions
Analyzes reports on sales, profits, costs, and merchandise inventories to evaluate the business and accounting practices of the facilities, and detect problems and recommend corrective action. Develops and presents training programs for park management on administrative procedures and marketing techniques. Participates with senior management in planning parks development projects and operational changes and improvements. Participates with senior management in interviewing and selecting facility managers and other staff. Writes, implements, and interprets policy and procedures for fiscal management of park facilities. Investigates complaints about park facilities, prepares reports for senior management on revenue operations and trends, and suggests changes and improvements in overall operations. Performs other duties as assigned.

Knowledge of the principles and practices of fiscal management and cost accounting. Knowledge of marketing techniques and practices. Knowledge of computer programs and practices. Ability to develop procedures and systems for monitoring operations. Ability to analyze situations and data, project outcomes and develop solutions to problems. Ability to present training, information and advice regarding marketing and fiscal management to all levels of staff. Ability to communicate both orally and in writing.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in marketing, accounting, or business management or a related field; plus four years of experience in retail and/or finanacial management in a for-profit organization. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
