United States Fleet Forces Command SUPV IT SPECIALIST (PLCYPLN) in Little Creek Amphibious Base, Virginia

Summary You will serve as a SUPV IT Specialist (PLCYPLN) in the C4 Systems Department of CDR NAVY EXPEDITIONARY COMBAT COMMAND. Responsibilities You will serve as the Enterprise Architect (EA) and Portfolio Manager responsible for the management, oversight, and control of the overall strategic level, near- and long-term planning of the IT infrastructure and all the enterprise transport. You will be responsible for the review of current and proposed IT to include planning, programming and budgeting across the FYDP. You will advise the NECC/NECCPAC N6 and staff on resourcing all current and future IT program plans, objectives, and policy investments. You will plan, develop, and establish the acquisition and contractual strategy for NECC/NECCPAC N6. You will prepare and maintain current acquisition plans, appropriate milestone charts, and related schedules. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess NECC/NECCPAC IT requirements. Experience utilizing acquisition requirements, budgetary techniques, processes, cost-benefit analysis methods, and Programmatic status sufficient to identify needs and make adjustment of IT funding priorities. Knowledge of Planning Programming and Budgeting System (PPBS), project management, and acquisition process Knowledge of management and procedural techniques and processes involved in distributed processing and client server systems. Experience reviewing and consulting on IT related contracts. Experience preparing and maintaining current acquisition plans, appropriate milestone charts, and related schedules. Experience in applying interrelationships of multiple IT specialties; the agency's IT architecture; new IT developments and applications; emerging technologies and their applications to business processes. Experience analyzing complex, multi-tiered acquisition and acquisition management processes and providing in-depth assessment and recommendations for change or policy/procedure implementation. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
