Job Summary
This position is currently remote with occasional in-person meetings in Frankfort, KY.

The Institute for Biomedical Informatics is seeking a Medicaid Portfolio Manager to join the Medicaid team contracted with the State of Kentucky. The Medicaid Portfolio Manager is responsible for overseeing and coordinating a complex portfolio of Medicaid programs, services, and initiatives for the state. This position plays a critical role in ensuring the effective management of Medicaid resources, monitoring program performance, and implementing strategic improvements to enhance healthcare delivery and outcomes for Medicaid beneficiaries while maintaining fiscal responsibility.

Responsibilities include:
  • Provide comprehensive portfolio and program management support to Commissioner/Deputy Commissioners, including administrative and project portfolio tasks.
  • Consolidate and deliver monthly and weekly status updates for all DMS projects/programs, adhering to the DMS Project Tracker format. Collaborate with the Commissioner’s Office to provide consolidated project updates as per the agreed schedule.
  • Offer project management (PM) and IT support to DMS Policy Directors and Subject Matter Experts (SMEs) to ensure the standardization of project requirements and implementation strategies.
  • Oversee project management initiatives, working with DMS PMO and Vendor PMO to streamline and standardize program/project execution as required.
  • Support vendor and contract monitoring for all project initiatives, implementing a Vendor Performance Monitoring process across DMS vendors and assisting with contract compliance.
  • Assist DMS Policy with project documentation in accordance with CMS guidance
  • Provide initial guidance on project funding, liaising with DMS Finance to secure and monitor funding utilization for all DMS projects. Current projects total over $1 billion.
  • Collaborate with DMS PMO, Training, and IT teams on planning and implementation through all project related initiatives.
  • Mentor and train emerging project managers in line with Project Management Institute (PMI) best practices.

Skills / Knowledge / Abilities
Experience with healthcare transformation initiatives (e.g., value-based purchasing, delivery system reform). Knowledge of federal waiver programs (e.g., 1115, 1915©). Experience with managed care contracting and oversight. Background in healthcare quality measurement and improvement. Experience with Medicaid information systems and data analytics

Preferred Education/Experience
Master’s degree in healthcare administration, public health, public administration, business administration, or related field. Minimum of 5-7 years of progressively responsible experience in healthcare program management, preferably in Medicaid or other government healthcare programs.

PMP certification preferred.
