Science Systems and Applications, Inc. Subcontracts Analyst in Lanham, Maryland

Science Systems and Applications, Inc. (SSAI), voted one the DC area's Best Places to Work, is seeking a Subcontracts Analyst to join our team. This position provides senior level Subcontracts support and requires prior experience actively administering cradle to grave subcontract agreements under a Federal contract. This is a Telecommuting position. Occasional meetings or events may require you to report to the office on an as needed basis.

Essential Functions:

  • Oversee cradle to grave Subcontract Administration responsibilities in support of multiple Federal Prime contracts supporting NASA and other federal agencies in accordance with company Policies & Procedures

  • Develop Request for Proposals (RFPs) to include technical and cost data in response to Customer and Program Management requests, SOWs, task plans, and staffing requirements

  • Thoroughly review Single/Sole Source Justifications for approval in accordance with FAR part 6.3

  • Negotiate price, delivery, quality, and terms & conditions; perform price/cost analysis to evaluate and determine price reasonableness

  • Performs subcontract negotiations with selected vendor to include terms and conditions, articles, deliverable schedule, flow downs

  • Administers day to day operations of subcontracts to include issuing and responding to correspondence, recording documentation, validating Representations & Certifications, and monitoring performance in conjunction with Program Management

  • Interprets Federal Acquisition Regular, Public Laws, and NASA FAR Supplement and applies to management of subcontract

  • Assists in tracking, review, and approval of monthly invoices, reports, and other deliverables – analyzes financial standing of agreement

  • Prepares and issue all mods and change orders to subcontract agreement

  • Update Deltek Costpoint in according with ceiling and funding level changes to agreement

  • Maintain overall compliance in accordance with approved purchasing system in a Contractor Purchasing System Review (CPSR) audit-ready file format

  • File FFATA reports weekly, monthly, and annually as required

  • Participate in Subcontract closeout procedures at termination of subcontract or end of Prime contract

  • Participate in department internal audits of subcontract files and assist in maintaining procurement checklists

Required Qualifications:

  • Bachelor’s degree and a minimum of 2 years relevant professional experience, or an equivalent combination of education and relevant procurement experience.

  • Must be able to process high volume of new contracts/subcontracts at any one time while also simultaneously maintaining ongoing subcontracts and mods such as tracking delivery schedule, reporting, invoice review

  • Knowledge of Defense Contract Management Agency (DCMA) Contractor Purchasing System Review (CPSR) requirements

  • Demonstrated knowledge of Federal Acquisition Regulations (FAR)

  • Familiarity with Representations & Certifications, SAM.gov, debarment list necessary

  • Demonstrated ability in the use of accounting software, data base software, Internet software, spreadsheet software, payroll systems, and word processing software.

  • Familiarity with Microsoft Office Suite, with the ability to prepare routine reports and correspondence.

  • Effective verbal and written communication skills.

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

Desired Qualifications:

  • Prior experience using Deltek Costpoint preferred

  • Experience working in subcontracts and purchasing in support of NASA programs a plus

  • Membership in professional organization such as National Contract Management Association
