DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT

This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The Division of Homeland Security and Emergency Management (DHSEM) is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs. The Division’s work ensures the safety and security of Colorado and its infrastructure through unity of effort with local, tribal, state, federal, private, and nongovernmental partners.

ABOUT THE WORK UNIT

The Watch Center component operates 24/7 and supports CDPS leadership as well as other partners with overall situational awareness and real time information collection, dissemination and analysis during a critical incident affecting Colorado and is the main point of intake and notification of incidents, and emerging threats for the Department, and petitions for Extreme Risk Protection Orders (ERPO). The goal is to maintain situational awareness of any event or incident—either natural or man-made—that may require a state response or be of interest to state-level leadership. Assigned analysts also provide tactical support for local partners upon request.

Safe2Tell Colorado is a school safety prevention program administered by the Colorado Attorney General's Office. Safe2Tell tips are received from across Colorado and sometimes the nation. Tips are received via phone, web, or mobile app and are anonymous. Anonymity of the tipster is protected by statute. The tips are disseminated to schools and law enforcement by CDPS DHSEM Analysts. Safe2Tell operations are 24/7.

All Threats Intelligence Unit: is responsible for the receipt, review, analysis and dissemination of threat and hazard related information and intelligence. The unit produces reports for law enforcement and non-law enforcement personnel for the purpose of information sharing on criminal acts, acts of terrorism or terrorism threats.

The Colorado Preventing Targeted Violence (CO-PTV) Program is a multidisciplinary public health informed approach to targeted violence prevention that works to equip communities with the tools to prevent targeted violence through awareness and education, building trusted partnership, and providing continued support to assist in local prevention efforts.

The infrastructure protection and cyber-security programs promote greater resiliency of government, non-government, and private-sector facilities, systems, assets, and employees through an array of prevention, protection, mitigation, response and recovery strategies designed to deter, delay, detect and defend against human threats and technological hazards, while reducing the impact of natural hazards. The programs also provide a range of technical assistance to enhance their security posture and preparedness against all-hazards. Through the development and maintaining of public-private partnerships and ongoing support of state government agencies, the programs aims to expand information sharing opportunities, enhance data collection and threat reporting to produce actionable intelligence, provide training and awareness, and adopt a layered, defense-in-depth strategy to assure the resiliency of Colorado communities and Colorado state government infrastructure. Under the CIAC’s Infrastructure Protection program, The Whole of State initiative for critical infrastructure allows the State of Colorado to actively maintain an inventory of critical infrastructure nodes and facilities in the state, and maintain a database of this inventory that is utilized by numerous emergency management officials during significant emergency events. Cybersecurity analysts support Colorado’s Whole of State cybersecurity effort to make Colorado the most resilient state against cyber-attacks across several areas of focus. Specifically, the Cyber Team works to identify and investigate emergency threats and vulnerabilities to the SLTT, critical infrastructure and private sector communities; provides timely, accurate, and actionable information; supports the sharing of best practices within and between sectors with regards to enhancing cyber protections; and offers technical assistance and coordination support specific to cyber assessment support, incident response support, and cyber program maturity growth.

ABOUT THE POSITION

This position serves as an Intelligence Analyst in the Colorado Information Analysis Center. This position is assigned to the All Threats Intelligence Unit and provides investigative support to CDPS policy makers as well as local, state and federal partners. The position accesses and analyzes information gathered from databases and shared by local, state, Tribal, federal and private sector partners to develop finished intelligence reports that are provided to Federal, State, and Local Public Safety entities. The position creates intelligence products that address a broad spectrum of issues in a clear, concise and logical manner. This analyst position is to establish good working relationships with partners to support this information sharing and analysis process. Thus, the position is expected to attend and participate in relevant meetings to provide technical assistance, situation awareness/information sharing and foster partnerships. This may include giving intelligence briefings, trainings and presentations and attending meetings. This information may be law enforcement sensitive or classified and may be in multiple forms. The Intelligence Analyst be required to have critical thinking capabilities and is responsible for determining the appropriate level and area of notification for situational awareness. The position will also make recommendations regarding the dissemination of intelligence information. This analyst position is to comply with State and Federal laws, regulations, executive orders and directives promulgated by the State of Colorado and the US Department of Homeland Security to achieve the goals and objectives of this state fusion center. They may assist in the training of new Intelligence Analysts and Interns as it relates to platforms utilized on a regular basis and will provide input to leadership in policy and procedure manual updates.

Duties include (but are not limited to):

Intelligence Analysis

Implements and performs the tasks of the CIAC intelligence analyst for gathering and analyzing data, developing intelligence products and disseminating information or products to appropriate partners, as assigned. The assignments will pertain to the CIAC Standard Information Needs (SIN), focused on violent crimes/violent gangs, organized crime, Division of Homeland Security and or Office of Prevention and Security priorities (including emergency response activities related to a natural or man-made disaster), and special reports. The tasks of this position may involve collaboration with other analysts or investigators, and with external partnering agencies. These tasks will include long-term analytical or investigative projects as a component of the job assignment. Utilizes personal knowledge and skills to determine the best approach for gathering, analyzing and developing products to disseminate internally or to partners. This includes determining the variables to track for each assigned case or project and creating databases that support the analytical process to develop conclusions and hypotheses on the potential impact of an unfolding event or project findings. Provides immediate synopsis and analysis to CIAC staff and internal and external partners regarding unfolding events. Provides immediate assessments to support the Department of Public Safety partners for unfolding events. Determines possible threat trends impacting Colorado and identifies potential topics for analytic production. This position is required to access classified and unclassified databases to enter data, review existing information and support criminal investigations. This position is required to gather criminal case information from partner agencies and will occasionally travel to partner agency jurisdictions. This position may be assigned to assist task force’s or special investigations upon request

Outreach

Attends and participates in meetings, trainings and exercises, and discussions related to unfolding events, performing within the scope of the analyst’s role or approved designated function for the activity. Participates in meetings with CIAC partners for the purpose of collaborative products, intelligence support, and information exchange related to the center’s priorities and tasks. The priorities and tasks involve the CIAC’s SINs, CIKR protection, threat assessments or reviews, and support to a partner agency for criminal or intelligence analysis. Specifically, prioritize the exchange of information specific to violent crimes, violent gangs (street, prison, outlaw motorcycle), organized crime, and pattern crimes (ex: bank robbery). This analyst establishes contacts and relationships with internal and external partners.

Other Duties as Assigned (After Hours/Event and Incident Support)

Performs the tasks assigned by CIAC Leadership. This function includes the ability to handle developing critical incidents, receiving tips and leads related to credible threats and/or terrorism by phone, email, or website submission, and providing information to partner agencies efficiently and without delay. Ensures the Production Spreadsheet and HSIN Intelligence Portal have been updated appropriately. Provides mobile analytics (off-site analytical assistance) to requesting agencies for any pro-longed case investigation/case support or active incident (not including special event support).

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)

Experience:

Six (6) years of relevant experience in an occupation related to the work assigned

to this position with activities that include analyzing, developing intelligence reports and screening protocols.

Education and Experience:

A combination of related education and/or relevant experience in an occupation

related to the work assigned with activities that include analyzing, developing intelligence reports and screening protocols equal to six (6) years.

CONDITIONS OF EMPLOYMENT

  • Requires successful completion of an extensive background investigation including reference checks, a polygraph examination, and fingerprint based criminal background check.

  • This position is required to obtain, hold, and maintain a U.S. Department of Homeland Security ‘Secret’ clearance upon hire.

  • On-Call is incident specific. High profile critical incident, criminal/terrorism cases or command post assignments necessitate duties that may occur outside normal business hours.

  • Must be a resident of Colorado.
