What will you do

The Employee Relations Manager will be responsible for conducting HR investigations and for providing staff relations guidance and support to managers and staff of Amgen’s Japan Asia-Pacific (“JAPAC”) region. In their investigator role, the Staff Relations Manager will conduct investigations into potential violations of HR policies (such as allegations of harassment, discrimination, and retaliation) involving staff based at Amgen’s JAPAC region. In their staff relations role supporting the JAPAC region, the Staff Relations Manager will act as a thought partner to managers on a variety of staff relations issues, such as performance management, disciplinary action, and workplace accommodations.

The Employee Relations Manager will report to the Regional Employee Relations Lead. Employee Relations is a specialized HR function that partners closely with managers, Compliance, Legal (in-house and external), and stakeholders in HR to protect Amgen values, investigate potential violations of HR policies, provide practical advice and guidance on coaching staff and managers, and to advise on performance and behaviors management, involuntary terminations, and workplace accommodations.

Main Responsibilities:

  • Conduct and/or direct thorough, timely, and impartial HR related investigations in countries in the JAPAC region involving staff members at all levels of the organization. Maintain confidentiality and sensitivity to all issues and conduct investigations objectively.

  • Create professional, well-drafted investigation records, including investigation plans and summaries.

  • Report investigation findings to HR colleagues, legal partners, and business leaders in a clear, concise manner.

  • Develop and maintain relationships with key partners at Amgen JAPAC region.

  • Develop and recommend solutions to managers on a variety of staff relations issues including managing poor performance, documenting and implementing disciplinary action, and managing conflict.

  • Partner with the local Human Resources Business Partners in managing and provide counsel on employee relations issues.

  • Participate or counsel (as needed) in corrective counseling and termination conversations with staff and managers.

  • Maintain positive work environment by responding to staff members' concerns, proactively addressing issues, and advising management team regarding best practices.

  • Document all cases and issues in tracking systems in a timely manner. Provide regular updates to site leadership and Staff Relations leadership.

  • Assist the Staff Relations Lead to identify and implement continuous improvement opportunities and best practices for internal HR processes.

  • Assist the Staff Relations Lead to partner with regional/local HR, Compliance, and Learning & Development to create and deliver training on key HR policies and on reporting suspected violations of policies.

Qualifications

  • Bachelor’s degree or above and 5 years of Investigations/Employee Relations experience

  • Knowledge of applicable employment laws, regulations, and business practices related to the field of HR

  • Excellent written and oral communication and presentation skills

  • Demonstrated ability to learn and fairly apply company policy, investigation procedures, and regulatory guidelines within scope of duties

  • Ability to spot potential HR, Compliance, and Legal issues when presented with complex fact patterns, and to escalate accordingly

  • Experience working with unions or in the field of “labor relations”

  • Strong analytical, problem solving, collaboration, and project management skills

  • Ability to manage multiple cases and projects, and to prioritize effectively – oriented on results

  • Demonstrated ability to exercise sound judgment and work independently

  • Experience managing difficult conversations and interactions, and conducting non-confrontational interviews

  • Experience working across different countries and cultures, with a commitment to educating oneself on cultural norms and varying laws

  • Exceptional integrity and demonstrated ability to maintain confidential information

  • Fluent in a language spoken in the JAPAC region a plus
