Responsibilities Position Description #NGD2054000 This position is located in the personnel and administrative section (S1) of a Brigade/Group/Troop Command. This position serves as the senior personnel NCO and has responsibility for overseeing and ensuring the accomplishment of work performed in the areas of personnel management and administration. Description of Duties: 1. Serves as an advisor to the commander and staff on the brigade human resources (HR) program. Interprets policy and provides procedural guidance to the commander, staff members and individual military members. Keeps current on and ensures the implementation of new policy statements, regulations and directives. 2. Assists in the preparation for and executes command level inspections of subordinate units in the area of personnel and administration. Identifies trends and develops recommendations based on analysis of subordinate feeder information, recurring reports, and findings of assistance visits and inspections. 3. Accomplishes or reviews a variety of military HR transactions including appointments, enlistments, flagging actions, reassignments, separations, promotions, duty assignments, transfers, medical evaluations, security clearances, awards and decorations, retirements, etc., and forwards actions to a higher level military personnel office. 4. Implements the Enlisted Promotion System (EPS) at the command level. Establishes suspense dates for subordinate organizations for the completion and submission of EPS data. Review electronic records prior to submission to higher headquarters for quality and completion. Validates the preliminary enlisted promotion consideration list to ensure all eligible personnel for consideration are included and submits any changes to the state level enlisted promotion manager. 5. Controls the organization's medical readiness programs. Monitors the status of health assessments within the organization and ensures appropriate scheduling and completion. Ensures the timely completion of and reviews LOD investigations. Provide technical guidance to subordinate unit administrative personnel in the preparation of formal and informal LOD investigations. 6. Prepares and forwards required documentation for officer promotion packets for required state and federal board actions. Conducts records review with officers and updates records in preparation for upcoming officer board actions. 7. Provides guidance to organizational personnel and dependents concerning benefits and entitlements, i.e. career progression, bonus programs, educational opportunities, retirement, etc. 8. Provides administrative support to potential applicants and evaluates qualifications for officer/warrant officer appointment packets. Renders authoritative explanations of regulations, methods, procedures, and exceptions involved in individual cases. 9. Reviews and/or assembles supporting documentation required at higher levels when processing actions such as involuntary order to active duty, courts martial, fraudulent enlistment, non-selection for retention, administrative discharges, etc. 10. Monitors and reviews reports furnished by higher level military personnel offices to identify trends and assist with the management of personnel readiness within the organization. 11. Conducts and/or participates in Soldier Readiness Processing (SRP), and unit mobilizations and de-mobilizations. Provides counseling to service members on available benefits, accuracy of the emergency data and contact information and the accuracy of the DEERS/RAPIDS (Defense Enrollment Eligibility Reporting System/Realtime Automated Personnel Identification System) information, and allows the service member to perform a general review of their record. 12. Performs various administrative duties relating to military personnel involving the composition and distribution of correspondence, publications, reports, orders, etc. May serve as the file systems manager for the Brigade/Group/Troop Command personnel/administration section. Identifies and maintains the publication requirements and accounts for the organization and subordinate elements. Functions as the postal manager for the organization. 13. Provides personnel-specific information in developing plans for recruiting and retention within the command. Gathers and prepares information concerning personnel accessions, retention, attendance, and attrition. 14. May prepare press releases, articles, announcements, or advertisements for submission to local news media designed to make the public aware of the National Guard and their role in the community and in national defense. 15. May plan, organize and assign work to employees engaged in personnel and administrative work assigned at the command level. Provide technical assistance and guidance to assigned employees. Revise assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities. 16. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MINIMUM MILITARY GRADE: E-4 MAXIMUM MILITARY GRADE: E-6 Your rank MUST be included somewhere within your resume. The memorandum must be submitted WITH your application to be considered for this position. MINIMUM REQUIREMENTS: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications; a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: At least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs; have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee; have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency; experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments; experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data; experienced in operating a computer and using varied computer programs. Education The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. There are no specific educational requirements for this position. Additional Information Permanent Change of Station: PCS funds are not available for this position. Incentives: Relocation and Recruitment Incentives may be authorized for this position. All WVNG positions are pending availability of resources and funds. Areas of Consideration: Area 1: Current On-board Title 5 Employees and Title 32 Technicians (Tenure: 1- Permanent, 2-Conditional, 3-Indefinite) and Permanent AGR's in the West Virginia National Guard. Area 2: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians and Title 5 Employees, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS). Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite) from another Federal Agency nationwide. Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment. Area 5: All U.S. Citizens.
