Citizens Enterprise Market Risk Management, a second line Risk Management function, is looking to hire a Treasury Oversight Vice President. The candidate will be part of a team supporting our independent Liquidity Risk Management and Interest Rate Risk Oversight Framework. The successful candidate will report to the Head of Treasury Risk Oversight working in coordination with Treasury teams.
The incumbent will be responsible for performing second line risk management oversight through effective review and challenge, formal assessments, and continuous monitoring related to liquidity risk management practices. The incumbent should have strong knowledge of liquidity risk management requirements and concepts and funding and liquidity operational practices and strategies.
Core Responsibilities:
Provide independent second-line oversight of liquidity risk management, ensuring adherence to regulatory requirements and internal risk appetite.
Supports the design and execution of review and challenge assessments of Treasury practices against regulatory and corporate expectations.
Work within established timelines to deliver assessments and risk position monitoring, which are key inputs into annual program opinions.
Responsible for continuous monitoring of liquidity risk exposures against limits and suggest and/or develop additional metrics and/or alternative risk views as needed.
Support independent review of and provide insights and recommendations on: liquidity stress testing practices, in coordination with the team and model validation function; contingency planning; liquidity buffer composition; sources and uses of funding; among others.
Identify and escalate exceptions to risk limits, policies, and procedures.
Acting as a partner with Treasury identifying areas of improvement and achieve efficiencies.
Effectively participate in EMRM governance and help formulate and drive EMRM strategy.
Establish partnerships with the various stakeholders across the three lines of defense.
Stay current on regulatory developments and industry best practices, advising on potential impacts and necessary enhancements.
Qualifications:
Minimum 5-7 years of experience in Treasury funding and liquidity management, Risk Oversight, or business line related functions, such as operations.
Experience related to Treasury functions in the capacity of funding/liquidity management, funds transfer pricing, capital management, or investment portfolio management is desired.
Strong understanding of regulatory liquidity requirements (e.g., LCR, NSFR, contingency funding plans, etc.)
Good familiarity with funding structures and sources/channels (FHLB, repo, brokered deposits, discount window, etc.), cash flow forecasting, stress testing methodologies, etc.
Experienced with Excel and SQL.
Skills:
Strong verbal and written communication skills are required with ability to effectively challenge and influence senior stakeholders.
Ability to analyze large sets of data, workflow processes, risk profiles, and concisely summarize and/or represent effectively as management information.
Education:
Bachelor’s Degree in Finance, Economics, Engineering, or related field
Relevant professional designations (e.g., CFA/FRM) are a plus.
Hours & Work Schedule: Hybrid, 3 days in the office, 2 working from home
Hours per Week: 40
