This is a Non-Represented Position.

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary

Position is responsible to assist in the directing, overseeing, managing, and planning of the activities for the Long Island Rail Road (LIRR) related to events supporting operations and organizational planning. Responsibilities include but are not limited to assisting in overseeing/conducting organizational storm/special event meetings/plans; overseeing winter/hurricane standard operating procedure (WSOP/HSOP) events; perform all other duties as assigned to support LIRR’s mission to provide safe, reliable customer service. Act on behalf of the Senior Director – Operations Protocols and Planning as directed.

Responsibilities:

Responsibilities may include but are not limited to:

  • Manage, coordinate, and provide oversight of corporate projects for the agency. Assist in preparing planning documents and presentations for Sr. Staff. Assist in seeking necessary decisions from senior departmental staff.

  • Develop, prepare, and disseminate Lessons Learned documents. Assist in the development of guidelines in preparation of, scheduling, proctoring, documentation, and distribution of Lessons Learned Session. Assist in documenting recommendations. Assist in ensuring recommendations are part of an integrated operating plan within respective departments and interdepartmentally within the LIRR.

  • Assist in documenting corporate operating protocols, SOP’s, EAP’s, and guidelines. Assist departments in their development of their plans. Monitor effectiveness of recommendations and provide analysis/updates to Sr. Director-Operations Protocols and Planning and/or senior management.

  • Provide assistance and guidance in organizing corporate plans for weather and climate-related and emergency preparedness. Facilitate meetings to document plans, deliverables, and follow-ups. Organize and facilitate corporate drills. Work with the Sr. Director to provide direction and oversight for corporate Incident Command (including activating the ICC) and MTA Headquarter Incident Command Structure.

  • Utilize computer software applications (ie. MS Project, or related software) to prepare/document project plans, timelines.

  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

  • Perform other assignments as requested by Senior Management.

    Qualifications

    • Bachelor’s degree in Business, Management, Transportation, Planning, or related field. Demonstrated directly related, recent experience and education may be considered in lieu of a degree subject to approval.

    • Minimum of 6 to 8 years of progressively responsible, management/supervisory experience.

    • Experience supervising both represented and management employees.

    • Extensive operational background and understanding of LIRR operating practices, operating rules, and physical characteristics.

    • Familiarity with Emergency Action Plans and other contingency planning.

    • A proven record as a successful manager, with expertise and experience managing large, complex projects including planning, design, and implementation.

    • Effective leadership, problem solving, human relations, interpersonal, written, and verbal communication skills. Experience summarizing complex technical problems.

    • A working knowledge of software computer applications i.e.. MS Project or equivalent.

    • A record of working effectively in a team environment.

    • Expert analytical and judgment skills, with the ability to make timely and effective decisions in a stressful environment or emergency situations.

    • Impeccable professional ethics, with the ability to manage change and to help build an effective and productive organization.

    • Experience developing organizational policies and procedures.

    • Ability to motivate and develop subordinates.

    • Must be available consistent with 24-hour, 7-day operational demands.

    B)

    • Master’s Degree in Business Administration, Management, or similar discipline.

    • Qualified on the operating rules and physical characteristics of the LIRR. Qualified on all LIRR equipment.

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety sensitive drug/alcohol test may also be required.
