The Planning Development Department is actively seeking four (4) Building- Construction Trades Inspector Senior.

This is technical work at the lead worker level inspecting construction projects and examining residential, commercial and industrial construction drawings, plans and other specifications for compliance with applicable construction codes and specifications. The work requires a basic understanding of the theories, principles, practices, methods and terminology used in building design and construction and applicable codes and the ability to develop and conduct training and public information programs, which are learned through a combination of specialized training and considerable experience. Trains and monitors the work of inspectors. Contacts require skills in tactfulness, understanding, assertiveness and influencing behavior when resolving complaints and enforcing City codes. The work is standardized in that tasks are covered by substantially diversified procedures and specialized standards requiring use of judgment. Work is performed both indoors and outdoors where there are some risks and hazards, but they are somewhat known, predictable and controllable. Operates standard office equipment such as telephone and laptop computer, motor vehicle, hand-tools, testing equipment, and standard measuring devices. The physical demands consist of driving, sitting, climbing, standing, walking, and occasional lifting of objects weighing up to 40 pounds. The work is performed under limited supervision where assignments are subject to established methods and techniques and the work is reviewed for quality and adherence to established methods, standards and policies.

Examples of Work

  • Inspects one and two family dwellings and in-trade commercial and residential structures under construction for compliance with building codes and construction practices.

  • Halts construction project if unsafe or non-conforming conditions exist.

  • Issues building code citations and presents cases before regulatory agencies.

  • Examines construction designs, plans and blueprints for compliance with codes and regulations.

  • Operates a computer using word processing, spreadsheet, database, permitting and inspection software.

  • Resolves complaints and instructs homeowners, builders and contractors on applicable codes and corrections.

  • Prepares correspondence to direct correction of code violations.

  • Prepares records, files and reports.

  • Develops and conducts public information programs.

  • Resolves hand-held computer problems in the field and elevates unresolved problems to Division Office.

  • Trains and monitors the work of inspectors for system improvements.

  • Reviews inspection methods and techniques and recommends improvements for process efficiency and customer satisfaction.

  • Recommends and develops standard operating procedures.

  • Conducts quality assurance inspections of consultants’ work.

  • Demonstrates proficiency in the City of Jacksonville’s competencies.

  • Performs related work as required.

Open Requirements/Supplemental Information

OPEN REQUIRMENTS:

  • A six-year combination of education, and/or experience at the technical or professional level in the construction or inspection of buildings.

  • May be required to furnish and operate an automobile in good condition for use in City business for which mileage compensation will be paid.

LICENSING/CERTIFICATION/REGISTRATION:

  • A valid driver’s license is required prior to appointment and must be maintained during employment in this class.

  • Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville Certification as a Public Driver.

Building Inspection­:

  • Must possess a standard State of Florida Certificate as a Building Inspector and a standard State of Florida Certificate as a Plans Examiner and must maintain same during employment in this class.

OTHER REQUIREMENTS:

  • The probationary period for this classification is six months.

  • This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville’s Drug Free Workplace Policy (0401).
