Noblis Senior Navy Maintenance and Modernization Policy and Process Professional in Indianapolis, Indiana
Responsibilities
Noblis MSD is seeking a Senior Navy Maintenance and Modernization Policy and Process Professional to support NAVSEA 21A Industrial Assessments Director in the continuing Surface Sustainment Infrastructure Program (SSIP) assessment and reporting. The position can be remote or local to any Navy Homeport location or Washington D.C. maintaining regular face to face meetings at the WNY as requested by the customer. General responsibilities and tasking include:
Surface Sustainment Infrastructure Program (SSIP) related research and reporting for public shipyards, naval stations and private shipyards with a primary focus on the pacific region to include the pacific rim
Data call responses and drafting reports to include senior Navy leadership testimony and Reports To Congress (RTC)
Study and reporting on Surface Ship Maintenance capability and capacity in the public and private sector ISO 21A
Support Surface Navy, Maintenance and Modernization, infrastructure and Industrial assessment related KSNs, CoPs, and working groups
Research and reporting on Private Shipyard, Repair Yard Benchmarking, Navy MILCON process and facilities management, Navy and private sector dry dock capability and capacity
Supporting SEA21A Industrial Assessments and in the IPL and FMAA processes
Perform NDAA grant authority management (support, educate and interact with industry partners in its use), public and private sector capital equipment review and reporting,
Support manning and ad hoc data calls that support SEA21A objectives as required
This opportunity is a salaried position. Intermittent Travel up to 25% - CONUS and OCONUS
Required Qualifications
Bachelor’s degree in a relevant technical field with 8 years of relevant experience, or Master's degree in a relevant field with 6 years relevant experience, or Associates in a relevant field with 11 years relevant experience or High School Diploma with 14 years relevant experience.
At least 8 years’ experience on U.S. Navy ships, and with Navy Maintenance and Modernization. CNRMC/RMC/NSA or Naval Shipyard experience is a plus.
Must be a US Citizen
Must have an active Secret level clearance
Be familiar with the Integrated Priorities List (IPL) end to end process
Be familiar with Surface Navy Maintenance and Modernization policy and process
Be familiar with the NAVSEA organization
Be familiar with RMC facilities requirements
Be familiar with workload forecasting, scheduling, port loading, dock and pier utilization and general industrial health assessment
Have significant knowledge and experience with Joint Fleet Maintenance Manual and the end-to-end maintenance process.
Be familiar with Navy maintenance and modernization NAVSEA Organization.
Have knowledge of the NMP-MOM and NAVSEA technical specification 9090.310 are a plus
Be prepared to provide in-depth research on current policy and process, maritime law and industry capability and capacity
Be familiar with the POM process
Desired Qualifications
PMP Certification is a plus.
12+ years’ experience on U.S. Navy ships, and with Navy Maintenance and Modernization.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
