Position Summary

The Real Estate Capital Project Manager will oversee the land acquisition, design, and construction of capital projects for the City. The position leads projects from inception through completion and manages all internal and external stakeholders in the process. Independent judgment is exercised in researching and offering business opinions in handling capital project management duties and transactions. The incumbent may make administrative decisions dealing with financial operations of the City and County and is expected to coordinate with other agencies and departments. Incumbent will frequently operate with members of the construction and development community. Position reports to Real Estate Administrator.

Position Responsibilities
Creates, budgets for, and executes an annual capital needs plan
Plans, manages, and executes construction, maintenance, and repair projects for City County facilities
Leads project team and manages relationships with internal and external stakeholders
May function as owner's representative on small to medium projects
Manages relationship with owner's representative on larger projects
Evaluates and selects vendors through Requests for Proposal (RFP) or service contracts
Coordinates with City Purchasing for the sourcing of vendors
Develops project schedules and budgets with target construction dates and milestones
Manages contracts with external vendors monitoring for compliance with terms, timelines, and budget
Communicates project details, objectives, and issues effectively to the project team
Makes strategic land use decisions regarding the acquisition or disposal of property
Coordinates with Indianapolis Marion County Building Authority to evaluate the performance of contractors
Oversees necessary land acquisition services such as surveys, environmental inspections, appraisals and/or brokerage firms
Manages direct reports
Presents at public hearings, agency board meetings, and City County Council Committees
Interprets and analyzes state and local code and ordinances
Maintains appropriate records, files, and documentation
Must maintain confidentiality at all times

Qualifications
Bachelor's Degree in Construction Technology, Construction Management, Architecture, Engineering, Interior Design, or other related field. Five (5) or more years of experience in commercial construction industry or related field. Continuing knowledge of Indiana Building Code, International Building Code and ADA. End-to- end knowledge of project management principals. Read and interpret project schedules, budgets, specifications, and architectural blueprints. Strong interpersonal skills and ability to partner with key stakeholders. Excellent oral and written communications, Proficient in Microsoft Office suite. Must have a valid driver's license. Shows understanding, friendliness, courtesy, tact, empathy, cooperation, concern, and politeness to others and relates well to different people from varied backgrounds and different situations.Provides others with clear direction, motivates, and empowers.
Preferred Job Requirements and Qualifications
Advanced degree, real estate license, or PMP certification preferred. This includes job requirements and qualifications noted in minimum above.
