Defense Finance and Accounting Service FINANCIAL SPECIALIST in Indianapolis, Indiana

Summary Who may apply: Current, permanent DFAS employees in the competitive service, eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees. Responsibilities Performing analysis and review of complex data to determine proposed actions and recommendations with accuracy, comprehensiveness, and resolution impact on both short and long-range objectives. Coordinating with internal and external agencies for complete financial analysis, corrective actions, and proposed recommendations. Providing technical advice and assistance to management and staff, in areas of broad scope and mission impact, to determine courses of action on various financial management data and analysis. Developing recommendations involving substantive impact on policies, procedures, systems and operations of the supported organizations and agency. Evaluating operations, policies, procedures, and internal controls of financial operating procedures to prevent and detect deficiencies. Analyzing the effectiveness and impact of recommendations issued to correct problems of significant complexity. Performing special projects pertaining to the improving the effectiveness and efficiency of financial management to accomplish priorities and milestones in accordance with fiscal year end and mission goals. Requirements Conditions of Employment Qualifications Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience Defined As: Performing extensive data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial organization's business operations; Compiling financial data from various sources and ensuring their accuracy as it pertains to financial legislation and operational policies and procedures; Providing substantial financial management knowledge to leadership in order to assist with the organization's core mission. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education Education is not substitutable for specialized experience at this grade level. Additional Information Moving expenses will be paid. We may use this announcement to fill additional vacancies within 120 days of the closing date. This position is Exempt from the Fair Labor Standards Act. Travel requirement is seldom. This position is covered by a bargaining unit. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
