The mission of Correctional Managed Care is to address the healthcare needs of underserved patient populations within the Texas Department of Criminal Justice (TDCJ) and the Texas Juvenile Justice Department (TJJD).

JOB SUMMARY:

Provides scientific and technical supervision for Correctional Managed Care Laboratory Services. Assists the Medical Director in the overall direction and management of Correctional Managed Care Laboratory Services.

ESSENTIAL JOB FUNCTIONS:

  • Evaluates and recommend testing analyzers.

  • Reviews technical Standard Operating Procedures.

  • Oversees Quality Assurance and Quality Improvement.

  • Serves as liaison between TDCJ and Correctional Managed Care.

  • Serves as technical consultant to physicians and health care personnel.

  • Manages personnel, finances, and technical resources of a major laboratory division.

  • Develops, coordinates, and directs administrative policies and technical procedures for Correctional Outreach Laboratories. Visits each region and Estelle ERMF on a quarterly basis.

  • Evaluates, proposes, and selects testing systems and methodologies for the division after appropriate discussion with the Pathology Outreach Director. Ensures that quality services are provided to the division.

  • Manages the M & O budget for the division, taking appropriate measures when budget is exceeded.

  • Manages the salary budget for the division, taking appropriate measures when budget is exceeded.

  • Serves as Director / Technical Consultant of Moderately Complex and Waived laboratories within the division as defined by the Clinical Laboratory Improvement Act of1998 (CLIA).

  • Ensures that all laboratories within the division are appropriately certified by CLIA and that certifications are current. Assists with on-site CLIA inspections at laboratories requiring inspections.

  • Prepares monthly statistics and evaluates workloads for all laboratories within the division, distributing reports to governing bodies as required.

  • Assist the Director to perform the annual evaluations of the Estelle ERMF Laboratory Supervisor.

  • Assists Estelle ERMF Laboratory Supervisor with Laboratory Daily Operation as Dictated by Staffing, Continuing Education and Quality Assurance Plans.

  • Manages supply needs within the division.

  • Ensures that laboratories within the division are enrolled in appropriate proficiency testing programs and have established and maintain quality control and quality assurance programs.

  • Assists with preparation for continuing CAP accreditation and on-site inspections at the Estelle ERMF Laboratory.

  • Serves as moderator for Quality Assurance meetings for the division, preparing the monthly agenda after discussion with the Pathology Outreach Director. Prepares and distributes minutes.

  • Performs yearly reviews of laboratory manuals for the division. Revises policies and procedures with assistance from the Pathology Outreach Director.

  • Serves on appropriate departmental and institutional committees.

  • Promotes positive working relationships with all departments within UTMB, Correctional Managed Care, and TDCJ-ID.

  • Adheres to internal controls and reporting structure established for department.

  • Performs other related duties as assigned by the Department Director.

  • General knowledge of medical terminology and trends related to disease processes and the technology available for detection/treatment.

EQUIPMENT:

Light lifting of small analyzers and boxes.

WORK ENVIRONMENT:

Located within the confines of a prison, jail, or juvenile detention center. (unit-based positions). Standard physical environment that will require occasional standing and sitting without support. Security clearance is required; pre-employment drug testing is also required.

REQUIRED EDUCATION/EXPERIENCE:

Doctorate degree (PhD, MD, MBBS, or equivalent) and one year laboratory testing and management experience.

PREFERRED EDUCATION/EXPERIENCE:

  • PhD, M.D or equivalent plus certification in C.P. or A.P./C.P. or Ph.D. plus certification or post-doctoral training plus certification or eligible for certification by appropriate boards per CLIA 88 requirements as stated in CFR Vol. 57, No. 40 Std. 793.1443 for Laboratories performing High Complexity testing.

  • Knowledge of laboratory management and experience with commercial or outreach laboratory services.

Salary is commensurate with years of relevant work experience.
