U.S. Army Acquisition Support Center Procurement Specialist in Huntsville, Alabama

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Procurement Specialist is assigned to the Project Management Office, Aircraft Survivability Equipment Office located at Huntsville, Alabama. Responsibilities Serve as an advisor to project officials in procurement planning meetings. Participates in the development of long-range acquisition plans and acquisition strategy, method of solicitation, most suitable type of contract, projected lead time. Interpret higher headquarter policy statements as required to apply procurement principles and technical or program requirements. The contracts range from engineering and management services to research and development through production and product improvement, covering the full range of contract types. Advise the PM on the preparation of source selection evaluation plans, evaluation criteria and weighing methodologies. Ensure the acquisition and milestone documentation are reflected and are integrated into the resulting contracting and procurement actions. Procurement necessitate the use of a wide variety of cost reimbursement, cost plus fixed, incentive or award fee and fixed price contracts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing all of the following duties: 1) Providing technical guidance to team members regarding contracting strategies and contract administration functions; 2) Advising management on the responsibilities regarding a wide range of acquisition and procurement challenges; and 3) Reviewing and auditing procurement documentation and procedures for accuracy and recommending corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11). You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Communications Contracting/Procurement Problem Solving Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
