Education: BA/BS in project management, finance, business, engineering, or related discipline from accredited college/university recognized by the Council for Higher Education Accreditation (CHEA). Engineering degrees must be from an Accreditation Board for Engineering and Technology (ABET) accredited program.

Months/Years of Experience: One (1) year of applicable experience developing plans, budgets and schedules to meet project requirements; providing project status with regard to funding, schedule, and milestones; providing comparative analysis for budget and actual costs; validating costs; comparing performance against plans; and reporting, analyzing and interpreting financial data from multiple sources.

Required Qualifications: U. S. Citizenship. A valid drivers license. Must have or be able to acquire a security clearance.

Desired Qualifications: Provide technical expertise for testing Army and other various systems for External radio frequency (RF) Electromagnetic Environmental Effects (E3) testing; including but not limited to Electromagnetic Operational (EMRO), Electromagnetic Vulnerability (EMV), Hazards of Electromagnetic Radiation to Ordinance (HERO), and Hazards of Electromagnetic Radiation to Personnel (HERP) Testing. Maintain test facilities and support equipment for System Level testing. Assist senior technicians and engineers in performing testing to MIL-STD-464, MIL-STD-461, and ADS-37A-PRF. Operate various test equipment to include high power Radio Frequency (RF) amplifiers, mobile and base station radio communication systems, signal generators, function generators, power meters, network analyzers, spectrum analyzers, and oscilloscopes. Operate data acquisition systems including in house test software. Document test procedures, test methods, and test data. Consolidate test data into formats required by the test engineer. Work with the System Level Test team to ensure all customer schedules are met. Participate in cross-functional training activities within the Electromagnetic Environmental Effects Test division (E3) performing a variety of engineering technician tasks.

Skills Needed: A master's degree and/or a Program Management Professional (PMP) Certificate and/or technical experience performing engineering, analysis, and related functions in research, development, test and evaluation in support of military equipment and systems are pluses.

Duties: Test Coordinators (TC) provide program management support utilizing ATEC and RTC Test Management tools including ADSS-PMM, CET, VDLS, SharePoint, PRO3, and the Project Management Dashboard. TCs track and coordinate test project documentation (proposals, test plans, reports, etc.), financial status, and schedules ensuring all customers, Account Managers, Test Engineers, Divisions and Management all maintain situational awareness. Test Coordinators often serve as the direct contact between the government and outside customers as an integral part of a test team and are responsible and accountable to meet all deliverable Revision 4 reporting requirements for test programs and projects. Products produced and maintained by the test coordinator are deliverable to and inspect-able by managers internally and by customers externally. Areas under the direct cognizance of the Test Coordinator include but are not limited to: project planning, estimating, reporting, coordinating and execution within a test directorate and routinely cross-directorate. This includes establishing, entering, maintaining, and updating data in multiple software packages to ensure customers have complete and accurate project information at all times. A Test Coordinator will coordinate administrative, financial, and logistical aspects of project management to track the cost and schedule of tests. Test Coordinators also ensure labor, material, and travel charges are correct and will communicate to the government and customer.
