WM RNG Engineering & Compliance Manager in Houston, Texas

I. Job Summary
This position is responsible for supporting WMRE’s Renewable Natural Gas (RNG) Regulatory Compliance department to ensure that all regulatory obligations are met, and certifications are maintained. The successful candidate will be responsible for implementing regulatory requirements regarding WM’s Quality Assurance Program (QAP), Carbon Intensity (CI) efforts, site engineering (compliance related) and regulator engagement. This will involve working directly with staff in various departments within WMRE, such as operations, project engineering, project management, marketing, finance, and government relations. This individual will also support department leadership with additional projects to help facilitate the department’s overall objectives.

Take an active role in WMRE’s participation in the RFS, LCFS, ISCC, CFR and voluntary market programs
Act as the lead engineer for the Compliance department; supporting facility registrations, regulatory audits, equipment certifications, plant design (with regard to regulatory considerations), CI, maintaining compliance with commercial contracts, measurement of NGV fuel dispensing and all regulatory frameworks
Calculate CI scores on a quarterly cadence for all WMRE RNG plants
Manage CI reduction efforts at RNG plants, working in coordination with Operations to implement applicable strategies necessary to support contractual obligations
Review and enhance regulatory QAP processes in addition to formalizing WMRE procedures that align with multiple QAP auditor protocols
Coordinate with external auditors to preempt any pending QAP changes
Actively research industry developments and provide management with recommendations for engagement opportunities, may coordinate efforts with WM resources in Washington DC
Develop relationships within the EPA to facilitate streamlined communication and transaction processing
Engage with marketing and finance to support economic evaluations
Support WMRE’s contributions to the WM Corporate Sustainability report
Interface with WM business segment partners to resolve unique issues.
Responsible for overseeing the development of programs that support strategic objectives.
Identify and ensure continuous development, improvement and implementation of WM key business processes.
Connect regional stakeholders and WMRE staff in discussions around potential projects related to compliance tasks.
Support the broader WMRE organization via ad hoc requests.

IV. Qualifications
A. Education and Experience
Education: Bachelor's Degree (accredited), or in lieu of degree, High School Diploma or GED (accredited) and four (4) years of relevant work experience.
Experience: Minimum of two (2) years relevant experience with RNG, landfills, refuse collection and/or CNG Fueling (in addition to education requirement)
Preferred Experience:
Advanced engineering degree
Experience working with/for the EPA in the RFS program
Familiarity with EMTS and M-RETS
Regulatory experience in the energy industry
Advanced understanding of RNG processes, inclusive of landfill gas
Experience with LCFS and RFS programs
Advanced knowledge in Microsoft Office Applications (Word, PowerPoint, Excel).
Excellent organizational and communication skills
