Position Overview:

We are seeking an experienced Truck Fleet Procurement Program Manager to lead the establishment and management of a nationwide outsourced service network . This role will focus on developing and managing third-party service providers , ensuring cost-effective, high-quality fleet maintenance and repair services. The ideal candidate will have strong supplier management, contract negotiation, and network optimization skills , along with a deep understanding of fleet service operations.

Key Responsibilities:

Outsourced Service Network Development & Management:

Design and implement a comprehensive third-party service provider network for truck maintenance, repair, and operational support.

Identify, evaluate, and onboard third-party vendors, ensuring they meet company standards for service quality, compliance, and cost efficiency.

Develop and maintain a strategic roadmap for network expansion and performance optimization.

Supplier & Vendor Relationship Management:

Build and maintain strong partnerships with OEM-certified service centers, independent repair shops, and fleet maintenance providers to ensure nationwide coverage.

Negotiate service-level agreements (SLAs), pricing models, and contract terms to maximize value and efficiency.

Monitor vendor compliance with SLA and established programs, safety, environmental, and regulatory requirements.

Cost Optimization & Financial Management:

Develop and execute cost-saving initiatives through volume-based agreements, efficiency improvements, and alternative service provider sourcing.

Analyze total cost of ownership (TCO) and maintenance cost trends, identifying opportunities for process improvements and spend reduction.

Collaborate with Finance and Operations to develop fleet maintenance budgets and financial forecasts .

Operational Efficiency & Service Performance Monitoring:

Establish and track key performance indicators (KPIs) to measure vendor performance, service quality, downtime reduction, and cost-effectiveness.

Work closely with internal Fleet Operations, Logistics, and Procurement teams to align third-party services with business needs.

Implement digital tracking and reporting tools for real-time visibility into outsourced fleet service performance.

Risk Management & Compliance:

Ensure vendors comply with DOT, OSHA, EPA, and other regulatory standards .

Develop contingency plans to mitigate service disruptions, supplier failures, or supply chain risks .

Stay ahead of industry trends, technological advancements, and regulatory changes impacting outsourced fleet maintenance.

Key Performance Indicators (KPIs):

Cost savings achieved through strategic outsourcing agreements.

Network coverage and response time for truck servicing.

Vendor performance metrics , including SLA compliance and service quality.

Reduction in fleet downtime due to efficient service network management.

Compliance rates with safety and regulatory standards.

Qualifications & Experience:

✅ Bachelor’s degree in Supply Chain Management, Business, Logistics, or related field (MBA preferred).

✅ 5+ years of experience in fleet procurement, transportation services, or outsourced service network management .

✅ Strong contract negotiation, vendor management, and SLA development skills.

✅ Experience working with truck OEMs, service providers, and fleet maintenance networks .

✅ Knowledge of fleet service best practices, cost modeling, and efficiency optimization .

✅ Proficiency in ERP systems, fleet management software, and vendor tracking tools .

✅ Excellent communication, leadership, and stakeholder engagement skills .
