Summary This position serves as the Business Manager within the Software, Robotics and Simulation Division, providing definition for division plans and processes for business agreements, performing surveillance of contractor performance, standardizing products and services templates, monitoring and reporting project reviews/baselines, reviewing products and reports for customer delivery orders/task orders, and developing management structures to track and maintain cost, technical, and schedule metrics. Responsibilities Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Manage the development of business models and practices that support a healthy division infrastructure, labs and facilities and personnel resources. Oversee the establishment of tactical and strategic business plans and establish processes and metrics that track progress toward completion of division business initiatives, branch projects and organizational strategic goals. Lead division business integration activities including Technical, Cost, and Schedule Reviews; Program Operating Plan responses; Planning, Programming, Budgeting/Execution tasks; Internal Task Agreements; and civil servant charge code activities. Define, manage, integrate, and monitor division specific contracts and tasks within external contracts to support successful program and project activities. Provide expert analysis for customer cost performance, contractor performance, FTE performance, financial risk highlights to division chief on a periodic and as requested basis. Manage monthly business meetings/reviews with each branch chief and ITA owners to review cost performance data. Oversee integration of all budget request submits including CMO, JSC projects, and NASA programs while ensuring request are aligned with division plans, goals and objectives. Initiate and oversee any process improvements to the business management function of the division. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Requirements Conditions of Employment Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Leading a team of resource analysts to maintain a division's budget processes; Performing budget preparation, monthly and annual budget/cost reporting, and NASA budget processes such as Technical/Cost/Schedule Review (TCSR) and Planning/Programming/Budgeting and Execution (PPBE); Communicating in writing and orally budgetary/resource needs or challenges to management and providing recommendations to fulfill division budgetary responsibilities. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Performing workforce planning, budget formulation or budget execution, to include, analyzing and resolving financial control problems and issues; Providing advice and guidance to program/project managers on budget preparation, formulation, development, and/or execution; Leading a team or effort to coordinate, monitor, and analyze cost performance, contractor performance, FTE performance, or financial risk highlights.
