DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

Houston Health Department is seeking a dynamic experienced Workforce Director to work collaboratively with managers to coordinate, implement, administer, and operate various systems, plans and projects. The Workforce Director is a senior leadership position responsible for enhancing the organization's culture by designing, leading, and implementing strategies that support the workforce. The position works collaboratively with health department staff to support and foster a departmental culture of inclusivity and belonging. The successful candidate will be an engaging and consummate professional, have strong communication skills, leadership acumen, a collaborative work style, and successful change management experience.

RESPONSIBILITIES INCLUDE:

  • Supporting the hiring of Public Health Agency leadership with vision and strategy development in workforce training, capacity, and diversity.

  • Providing organizational consultation, coaching, mentoring and executive facilitation as needed in the organization.

  • Developing, implementing, and evaluating retention and recruitment plan for the agency.

  • Expanding and improving recruitment efforts to reach wide and diverse pools of potential applicants, particularly through partnerships with relevant institutions.

  • Developing and implementing an incentive plan for new hires in hard to fill, high turnover, licensed, and/or highly skilled job classifications.

  • Helping to establish a culture of employee well-being through strategy development and implementation, consultation, coaching and mentoring.

  • Enhancing the health of Public Health Agency businesses and customer/community relationships.

  • Leading the development of workforce analytics to:

  • Enhance the development and effectiveness of Public Health Agency people strategies.

  • Support better decision-making on people matters across the entire organization.

  • Ensure a model exists to maintain the Public Health Agency’s workforce in a scalable, sustainable manner.

WORKING CONDITIONS

This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS

Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.

EXPERIENCE REQUIREMENTS

Seven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity.

A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.

LICENSE REQUIREMENTS

Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving.

Preference will be given to applicants that possess:

  • Prior leadership and management experience in a large complex organization

  • Demonstrated work style that yields high results. Inspired, visionary who can foster/generate excitement, stakeholder engagement and buy-in

  • Demonstrated ability to engage and work with staff on various organizational levels

  • Excellent human relations and interpersonal skills

  • 5 - 7 years of experience in organizational development, managing hard to fill positions and implementing retention strategies

  • Knowledge of public health principles and practices

  • Strong written and presentation skills; excellent problem-solving and collaboration skills

  • Ability to organize and manage multiple priorities

  • Demonstrated ability to adapt well to organizational changes

  • Demonstrated knowledge and skill in workforce/ organizational development

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

GRANT FUNDED POSITION

Grants & Special fund positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred.

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
