Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering plus one of the following:

Two years of licensed engineering experience; or

Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Louisiana Professional Engineer licenses are issued by the Louisiana Professional Engineering and Land Surveying Board. Licensing requirements may be viewed at www.lapels.com.

Job Concepts

FUNCTION OF WORK:

Supervises the planning, design, construction, inspection, and/or maintenance of building systems or programs through subordinate professional engineers.

LEVEL OF WORK:

Supervisor.

SUPERVISION RECEIVED:

Broad from an Engineer 7 or higher. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Direct over a staff of Engineers, Engineering Technicians, or others who assist in specific assignments.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer 5 by the presence of responsibility for direct supervision over professional engineers.

Differs from Engineer 7 by the absence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.

Examples of Work

EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Supervises a departmental unit or section providing engineering services. Develops work program and operating budget.

Supervises engineering personnel; assigns projects and provides technical guidance.

Develops new and revised standards and specifications for the engineering program.

Participates in feasibility studies to facilitate program planning. Formulates and implements program operational policies.

Maintains contact with appropriate local, state, and federal agencies. Reviews and participates in the preparation of engineering reports.

EXAMPLES OF WORK

25%Manages and directs the Highway Foreman 2 and Electrician Specialist Foreman responsible for electrical, mechanical and structural maintenance of all bridges and facilities, including one (1) tunnel, in the Houma Sub-District. Ensures all work is completed in accordance with DOTD standards and sound engineering practice. Supervises the daily activities and develops long range plans for maintenance of these structures.

25%Manages and directs the two (2) Highway Foreman 2's responsible for the personnel needed to operate the moveable bridges in the Houma Sub-District. Resolves conflicts as they arise and assists supervisors on the Step 1 Grievances. Works with Foreman on scheduling, training and any other personnel related matters as needed.

20%Prepares Project Numbers Requests, Maintenance Project Requests, drawings, specifications, and any other documentation required to solicit the assistance of statewide bridge maintenance crews. Follows through on requests, making sure documentations have been approved, funding has been secured, and work is being scheduled. Coordinates with statewide crew supervisors prior to arrival on site to assure a well-planned procedure once crews arrive. Assist statewide crews with whatever they need to proceed smoothly and productively as work progresses. Inspects work, as needed, for completeness and pays attention to incidents as they arise, before crews depart.

15%Develops letter bids, including plans and specifications, for repairs, renovations and/or additions to bridges, buildings, facilities and other maintenance projects requiring contractual services in the Houma Sub-District. Assists in the inspection of these projects or advises and coordinates with the Project Engineer, if one is appointed, to oversee the work performed by contractors. Communicates with material suppliers and any vendors involved on maintenance projects/operations. Responsible for the intermediate approvals of work and final inspections upon completion.

10%Communicates with Coast Guard, Consulting Engineers and other agencies in the management and coordination of any maintenance related activity in the Houma Sub-district. During times of unusual occurrences, this position is in direct communication with Civil Defense, various law enforcement agencies and other transportation officials to protect motorists from hazardous or emergency situations. Prepares road, bridge and tunnel closure notices and communicates with the media, customers, Legislators and officials to keep everyone informed. Confers with Bridge City sections and departments to solve maintenance related problems and ensure consistency. Prepares and processes documentation necessary for reimbursement of recoverable damages.

5%May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
