Regular, Full-Time, RCUH Non-Civil Service position with the School of Social Work, Office of Public Health Studies (OPHS), Reducing Minors Access to Tobacco Projects (RMATP), located in Honolulu, Hawaii. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY: $3,500/Mon.

DUTIES: Assists with and conducts tobacco inspections of retail establishments to determine compliance with the statutes and regulatory provisions of the Family Smoking Prevention and Tobacco Control Act Public Law 111-31 (Tobacco Control Act), section 712-1258 of the Hawaii Revised Statutes (HRS 712-1258) regarding underage tobacco sales, and the federally required Synar Amendment Survey (Synar Amendment), which includes planning, data collection, data verification, data management, and field work. Responsibilities include coordination among agencies and meeting the guidelines provided by the U.S. Food and Drug Administration (FDA) and Hawaii State Department of Health (DOH), Alcohol and Drug Abuse Division (ADAD) such as meeting short time deadlines. Maintains and ensures that the database is detailed, accurate, and has a comprehensive list of retail outlets that sell tobacco products. If needed, may provide support to the FDA in any enforcement or judicial actions and will need to provide contact information for up to five (5) years. Supervises, transports, and works with volunteers involved with the project. Keeps up-to-date with FDA guidelines and protocols, ensuring all staff and volunteers are properly trained. Good communication and public relations skills are vital, as the person will be interacting with volunteers and making contacts with professionals in the field. Travels to various sites, including neighbor islands, as needed. Must be flexible with hours and available to work every weekend, some evenings, and any other day(s) required for tobacco inspections.

PRIMARY QUALIFICATIONS:

EDUCATION

Bachelor's Degree from an accredited four (4) year college or university.

EXPERIENCE

At least six (6) months of experience collecting data and working with teenagers.

KNOWLEDGE

Some knowledge of tobacco laws and enforcement. Knowledge of PC computers. Knowledge of telephone etiquette. Proficient with word processing, spreadsheet, and database software.

ABILITIES and SKILLS

Must be a U.S. citizen (as required for FDA Commissioned Officer background check). Must have no significant financial interests in any of the establishments to be inspected for the FDA or DOH. Excellent communication skills, orally and written. Demonstrated computer skills including word processing, spreadsheet, and databases. Ability to conduct inspections, transport youth, and travel to various sites, including neighbor islands as needed. Must possess a valid drivers license (and if use of personal vehicle on the job is required, must also have valid personal drivers insurance equivalent to Hawaiis No-Fault Drivers Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must be able to pass a post-offer criminal background check. Must also be able to pass the FDA required Federal background check. Must become a commissioned officer for the FDA and complete all training required by FDA. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certif every twelve (12) months.

PHYSICAL/MEDICAL DEMANDS

Ability to carry and transport up to twenty-five (25) pounds unassisted.
