Department Summary:

The Indo-Pacific Regional Operations Department (N554) works with the U.S. Indo-Pacific Command (USINDOPACOM) and the Military Service Components on-island to inform warfighter requirements and Concepts of Operation (CONOPS), and provides Command, Control, Communications, Computers, and Intelligence (C4I) systems acquisition, engineering, and integration support to the Department of Defense (DOD) and U.S. Allies in the Pacific Theater. N554 is a dynamic and forward leaning organization that provides direct connections to warfighters. These direct connections allow staff to monitor and participate in current operations and exercises. A key output of this access is the ability to inform technology innovation and capability analysis with operational domain expertise. N554 operational depth and warfighter access has generated considerable expertise in the development and analysis of CONOPS, mission threads, use cases, and operational requirements. The Department establishes links between DoD sponsors and Coalition Partner development activities. N554 is on the cutting edge of current operations and is a major thought leader in force modernization.

Roles and Responsibilities:

The Indo-Pacific Regional Operations Department (N554) is seeking a highly skilled and experienced Acquisition Professional to join our team. Candidates for this position should have a strong background in defense acquisition processes. MITRE’s project with U.S. Indo-Pacific Command (USINDOPACOM) in Honolulu, Hawaii. MITRE aims to deliver quantifiable mission value and operational impact to the warfighter – primarily by accelerating technical innovation of new ideas and solutions to emerging operational problems. In general, we collaborate with acquisition stakeholders, technology innovators, operational analysts, and other mission partners to help accelerate the delivery of needed capabilities to operational and tactical level warfighters across the naval, joint, and combined force.

Successfully candidates will have a strong background in DOD acquisition processes, a deep understanding of the defense industry, and the experience necessary to lead USINDOPACOM in acquisition strategy development and execution. Additionally, qualified candidates will be capable of assessing system acquisition process issues and developing risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution.

Specific responsibilities include:

  • Capability and willingness to develop acquisition documentation, as required:

  • Acquisition packages (includes all milestone documentation)

  • Facilitate proposal evaluations

  • Serve as proposal evaluation advisor

  • Work with acquisition executives, program offices, MITRE SMEs, and external partners to effectively adopt varying acquisition strategies (Agile, OTA, Adaptive Acquisition Pathways) within the federal acquisition enterprise.

  • Lead government sponsors in acquisition strategy development.

  • Respond to acquisition policy-related inquiries and provide necessary guidance

Basic Qualifications:

  • Bachelor’s degree and 10+ years of experience with U.S. government acquisitions across the entire Acquisition Lifecycle

  • Knowledge and experience with US government acquisition, procurement, and contracting processes, policies, and procedures

  • Ability to work as either an independent performer and as part of a team

  • Demonstrated skills and experience in presenting complex analytical results both verbally and in writing

  • Familiarity with DoD military missions

  • Prior experience working day-to-day in government-controlled DoD spaces.

  • Effective and influential oral communications skills.

  • Strong written and oral communications skills.

  • Active Top Secret Clearance with the ability to obtain and maintain a TS/SCI.

  • This position requires a minimum of 50% hybrid on-site.

Preferred Qualifications:

  • Masters and experience with U.S. government acquisitions across the entire Acquisition Lifecycle

  • Experience as a U.S. Government Contracting Officer or Contracting Specialist (FAC-C or DAWIA) or Program Office Procurement Officials (FAC-COR, FAC-P/PM or DAWIA), Certifications are desired but not required

  • Active TS/SCI

As part of MITRE’s Push to the Pacific initiative, employees hired to this requisition may be eligible to participate in a Hawaii Rotational Incentive program. For select positions with high demand and difficult to fill skill sets, MITRE is proud to offer selected staff the opportunity to receive a 15% lump sum payment each year, for up to 3 years. The above figures are based on current base salary upon selection to the Hawaii Rotational Rotation Program, less tax withholding and other applicable deductions.

Salary compensation range and midpoint:

$181,000 - $226,500 - $272,000 Annual
