SMX is seeking a Finance Manager who can demonstrate extensive deep functional and analytical expertise in business and contract financial management. They lead a team of financial analysts to administer overall budget preparations/estimating and tracking of expenditures against large diverse contacts and or complex programs. They are a valuable member and contributor to the Group Management Team and works directly with the Group Finance VP and Program Managers in defining Contract goals and objectives; leads recommended actions to improve financial performance and automate processes. They will have significant interface with the Group VP, Group VP of Finance, Program Managers, as well as other functional organizations (Contracts, Subcontracts, Accounts Receivable, etc.). The Financial Manager reports to the Group VP of Finance and works collaboratively to develop a comprehensive and rigorous approach to providing self-service analytics and reporting for the Group. This role will be remote, but ideally located in the Hollywood, Maryland area.

Responsibilities:

  • Lead the financial management of a portfolio of contracts and complex Programs/TDL(s) with varying contract types. Provide oversight of cost, schedule and funding planning, reporting, monitoring and analysis support to the financial analysts and Program Managers. This includes support in developing Work Breakdown Structures (WBS), Basis of Estimates (BOEs) and development of time-phased budgets and schedules.

  • Lead contract set up in compliance with contractual terms, conditions, and requirements.

  • Support preparation of overall Contract financial Estimates at Complete (EAC) and meet deadlines for submission requirements.

  • Identify Contract risks and profit improvement opportunities and work to resolution with PM, Contracts, and other functional departments as required.

  • Review and assess all contract modifications. Advise the Group VP and program management team of impacts as necessary.

  • Monitor overall costs and manpower ensuring that actuals are within CLIN ceiling, CLIN budget and charged correctly.

  • Perform analytical review and arithmetic checks of contract level cost reporting documentation.

  • Prepare accurate and complete contract variance analysis and reporting.

  • Support the Program Management Review (PMR) presentations for leadership and functional leads (e.g. Recruiting, Procurement, etc.).

  • Support financial analysts in preparing financial Contract Data Requirements (CDRL) for programs. Ensure contractual requirements are met and customer financial deliverables are accurate and on time.

  • Perform ad-hoc financial analysis on the contract as requested by VP of Finance and Group VP.

  • Monitor funding status and any related contractual notifications as required.

  • Support accounts receivable as required during the billing processing. Monitor billing status and unbilled issues, working with Finance, Contracts, and Accounting to resolve issues in a timely manner.

  • Support the preparation of subcontractor and vendor accruals as services/goods are received in accordance with GAAP and internal policies to ensure that the project’s cost/commitment is accurately captured and reported internally and externally.

  • Ensure program revenue and profit is recorded in compliance with the EAC.

  • Ensure adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley, FAR and all company policies and procedures as they related to contract performance and financials.

Management Responsibilities:

  • Provide leadership, mentorship, guidance and career development to direct report staff.

  • Ensuring timely and quality delivery of services across individual staff members.

  • Be a collaborative business partner across the financial analyst organization.

  • Work with program management to drive organizational and process improvement including automation initiatives.

  • Be a sought after thought leader amongst peers, staff, and stakeholders.

Individual Contributor Responsibilities:

  • Delivery of high value analytical support to the Group that enables an understanding of the macro level performance drivers, impact to the budget/forecast, and actions required to realize opportunities and mitigate risks

  • Development and delivery of executive level briefings.

  • Support the Group VP of Finance in the continued implementation of FocusPoint, a COTS financial forecasting tool. Support the development of an Enterprise reporting (COGNOS) library that can serve as the primary source of financial information to meet current and future reporting requirements.

  • Ability to apply a broad range of analytical techniques to identify business issues, opportunities, and risks.

Required Skills & Experience:

  • 15 years’ experience with project cost control, or financial management and contract interpretation, budget development, including financial data, analysis.

  • Deep knowledge and functional understanding of contract types, execution methods, CAS, FAR, and Joint Travel Regulations (JTR) rules and regulation

  • Ability to build relationships across functional teams and internal Business Partners.

Desired Skills & Experience:

  • Deep knowledge and experience with Microsoft Office Suite, including Excel, PowerPoint, Word, SharePoint and Cost Point.
