Job Summary

Certain positions at the Company may require you to have access to Part 810-Controlled Information. The Manager of Centralized Work Planning and Scheduling (CWPS) directs and manages the strategic work scheduling and resourcing for Electric Transmission & Distribution (T&D) Operations that has a total annual budget of $750M for 1100 mast and represented employees. The position oversees the T&D workplan assuring work is accomplished in accordance with the annual business plan, preventative maintenance schedule, and customer expectations, as well as optimizing resources between construction and maintenance activities; improving productivity; and lowering costs. The position also owns the T&D work management performance metrics that tie directly to incentive compensation and are valued at approximately $1 million.. Accountable for optimizing the balance between head count, overtime percentage and outside services use for Electric T&D operations and for modeling what-if scenarios to evaluate long-term head count, cost per unit, workforce productivity and utilization. Interface directly with both LIPA and PSEG LI senior leadership regarding performance, audit and benchmark findings Provide oversight of resource allocation involving cost planning, overtime management, remote reporting / flexible crew work locations, and productivity analysis within the parameters of the Collective Bargaining Agreement (CBA).

  • Lead and direct the centralized work planning and scheduling organization (CWPS) that manages a portfolio of $750M of electric transmission & distribution operations and related work demand for 1100 mast and represented resources, including $560M in capital, $190M in operations and maintenance, and $20M in third party billable work. Responsible for managing and driving the change management challenges associated in implementing this new integrated function and approach to work planning and scheduling

  • Lead communication and engagement sessions with Senior Leadership of both PSEG LI and Long Island Power Authority providing visibility to work plan execution and cost and schedule variance reports. Interact with these senior level teams providing decision making support for strategic planning purposes and make recommendations to ensure success meeting performance metrics

  • Develop and implement strategic work planning and scheduling objectives. Provide direction and leadership and apply benchmark learnings to focus efforts on achieving company and business unit goals. Monitor, review and provide guidance to meet scorecard metrics around productivity, reliability, safety, customer service and satisfaction, overtime targets and financial objectives

  • Lead and direct the development of the annual and 5-year resource work plans for Electric T&D operations. Provide oversight in prioritizing a monthly 4-week work plan for Electrc T&D Operations. Ensure work is executed in accordance to the work plan by leading optimization and adherence to the plan within the organization; including new business work, and identifying and implementing necessary course correction measures following emergent disruptions. Ensure facilitation of continual updates to 5 year plans as projects are approved to minimize effort to generate annual work plan during budgeting

  • Direct the development of scenario modeling in support of work balancing decisions to optimize the balance between head count, overtime rate, and outside services support. Evaluate impacts to funding and productivity of stressors such as unplanned events, rescheduling work, aligning additional work with preplanned outages, providing mutual aid assistance upon request, and meeting regulatory program milestones and major project milestones

  • Provide leadership to and development of the responsible functional teams within the CWPS group. Direct the team to successful oversight and completion of the T&D work management metrics that impact overall enterprise incentive pay. Lead, direct, and provide mentoring and development opportunities to the team. Provide timely feedback regarding performance and conduct performance reviews. Recruit, develop, motivate, and retain high performance associates. Provide leadership in promoting a safe, motivated, productive and diverse workforce. Identify opportunities for growth and learning for all personnel. Develop and execute labor strategies involving employees covered under the CBA as well as appropriate contracting and outsourcing strategies

Required

  • Bachelor’s Degree in Engineer or Business or Project Management

  • Extensive (10-15 years) broad experience in Distribution and Transmission or Construction Management, dealing with a variety of operational and business issues, with demonstrated strong business results in operational leadership and management.

  • Extensive knowledge of transmission and distribution business and understanding of energy industry key issues, including opportunities, threats and trends.

  • Proven leadership ability with demonstrated high level management skills in coaching and development of business skills.

  • Demonstrated ability to develop and implement process enhancements and efficiencies including, technology and performance.

  • Must have excellent interpersonal and team building skills.

  • Demonstrated SAP or equivalent experience and familiarity with the development and implementation of Capital & O&M budgeting.
