    The Role:

    The Bureau Chief in the Talent Office will:

  • Assist the Chief Talent Officer in the oversight and leadership of all aspects of the Talent Office

  • Effectively lead the implementation of talent goals found in the Connecticut State Board of Education’s Comprehensive Strategic Plan

  • Support entities within the Talent Office and external stakeholders (i.e. councils, local educational agencies (LEAs), external partners) in building a top talent workforce using a full continuum of talent management & human capital development strategies, including educator preparation, certification, teacher education and mentoring (TEAM), and workforce diversity

  • Support, develop, and supervise the Talent Office team and evaluate staff performance with recommendations for growth and/or improvement

  • Represent the Talent Office and the Department at stakeholder meetings, committees, forums, and events

  • Review and approve Talent Office written communication and publications

  • Prepare written reports and oral presentations for the State Board of Education

  • Support the Chief Talent Officer with oversight of fiscal operations for the department

    PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Aging and Disability Services and Education this class is accountable for directing the operation of an education services bureau.

EXAMPLES OF DUTIES

  • Directs Education programs and staff activities and manages all related functions;

  • Develops comprehensive long and short-term goals and objectives which support educational initiatives and agency mission;

  • Participates and makes recommendations in review and formulation of agency policy, program priorities, funding, legislation and regulation;

  • Develops or assists in the development of educational programs in area of specialty;

  • Provides consultant services for these programs and services;

  • Interprets and administers pertinent laws within assigned bureau;

  • Controls fiscal operations within bureau by determining priority of expenditures of financial and related resources;

  • Evaluates and assesses staff performance;

  • Responds to inquiries from the public, Governor’s office, and federal, state and local educators concerning education initiatives and programs;

  • Maintains statewide responsibility for all bureau programs and activities and represents agency and state in related activities as required;

  • Leads the recruitment and hiring of staff, including outreach, interview and selection;

  • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of

  • and ability to interpret and apply relevant state and federal laws, statutes and regulations;

  • philosophy and methods of education with emphasis on educational administration and management;

  • objectives and purposes of educational programs within area of specialty;

  • principles of professional management;

  • public school administration;

  • Knowledge of

  • and ability to apply management principles and practices;

  • principles and techniques of budgetary preparation and fiscal management;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned advanced degree and ten (10) years of experience in the field of education or in a related area.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been at the full advanced working level in the oversight of the development or administration of an educational bureau, system, operation, school or service.

NOTE: For state employees, this experience is interpreted at the level of an Education Consultant.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • A 092 certificate (Intermediate Administrator), or 093 certificate (Superintendent), or Sixth Year Diploma in Educational Leadership, or an Ed.D. (Doctorate in Educational Leadership) may be substituted for one (1) additional year of the General Experience.

  • An advanced degree and three (3) years of managerial experience in the oversight of the development or administration of an educational bureau, system, operation, school or service may be substituted for the General and Special Experience.

    PREFERRED QUALIFICATIONS

  • Certification as an educator in Connecticut

  • Certification in Intermediate Administration or Supervision (092)

  • Experience working as an education leader in a cross functional environment

  • Experience managing competing priorities while meeting deadlines

  • Experience aligning external partners, families, and community providers to support an organization’s talent efforts 

  • Experience coordinating with agency stakeholders to inform and promote Continuous Improvement

    SPECIAL REQUIREMENTS

Incumbents in this class may be required to possess an appropriate certificate issued by the State Board of Education.
