Job Description:

We are hiring an experienced Data Analyst to work for us as our direct, W2 salaried or hourly employee. You will work on site at our client's office location and will play a pivotal role in addressing identified issues within the client's data management system, specifically in the Workforce Development System (CWDS). This position involves developing solutions, creating an overall plan, and building necessary reports. The primary focus areas include improving data management practices, tracking and reporting on the data for Measurable Skills Gains (MSG), and Credential Attainment, Pre-ETS(Pre-Employment Transition Services), and other client performance parameters as follows:  

Data Solutions Development:

• Collaborate closely with the client team to assess the current state of data management and reporting in CWDS.
• Develop a comprehensive plan to address identified issues and enhance data management practices.
• Propose solutions to streamline processes and improve accuracy.

Reporting and Analysis:

• Create standard and ad hoc reports based on the client's reporting needs.
• Design report templates and generate reports as required.
• Aggregate and analyze the data as per the requirements.
• Investigate and address flaws in the current CWDS tracker system.
• Design and create ad-hoc reports in Business Object Enterprise (BOE) business intelligence reporting system from CWDS database based of the data need.

Deliverables:

• Comprehensive plan for improving the client's data management in CWDS
• Standard ad-hoc reports as needed by the client
• A revised system and reports for tracking of Measurable Skills Gains, Credential Attainment, Pre-ETS(Pre-Employment Transition Services), and the client's performance data.
• Aggregate and analyze the data as per the requirements.
• A plan for integrating the Pre-ETS and Vocational Rehabilitation Systems.

Other:

• Engage as Liaison between business partner agency and information technology (IT) staff including Project Manager and internal/vendor development staff. Possess the ability to interact with various staff levels including senior executive managers.
• Plan and coordinate overall testing efforts to include test plan, creation, and execution of test scenarios for system integration testing (SIT) and User Acceptance Testing (UAT).
• Coordinate and execute training plans and development of training manuals, guides, and operating procedure manuals.
• Ensure compliance with applicable client IT policies and standards.
• Analyze legislation or business documentation to address required system or process changes.
• Ensure that risks and issues are properly escalated.
• Execute problem-solving activities to ensure that issues are reviewed and evaluated
• Plan, coordinate, and facilitate business partner session reviews related to system enhancements and requirements.
• Interact and provide updates, presentations, and reports as needed to client executive, senior, and administrative staff. Manage interpersonal and team building efforts with the business partner team.

Requ red Skills and Experience:

• Aggregating and analyzing data using Business Objects Enterprise (BOE) Crystal Reports -- 7 years
• Writing SQL and MDX queries for data analysis = 7 years
• SSRS, SSIS, and ETL tools -- 7 years
• Data visualization tools such as Power BI and Lumira -- 7 years
• Python and Soap UI
• Compliance and digital accessibility controls
• Tracking projects against a project plan and/or experience with project management methodologies
• Testing experience, including reviewing test scenarios for UAT and organizing users to facilitate effective tests -- 7 years
• Facilitating collaboration across the full range of executive, business, and technical resources -- 7 years
• Advanced data analytical or analysis skills
• Leadership skills and abilities
• Proven leadership experience
• Able to work on multiple projects simultaneously while focusing on completing activities and meeting timelines.
• Strong oral and written communication skills
• Ability to work independently while developing relationships with cross-functional team.

• Bachelor's degree in Business Administration, Information Systems, or a related field.
