Hancock County Government Human Resources Director in Greenfield, Indiana

Supervises and directs assigned personnel in Human Resources Department, including interviewing applicants, making hiring recommendations, planning/delegating work assignments, providing training and corrective instruction, evaluating performance, and maintaining discipline.

Develops and administers department annual budget; monitors and processes expenditures; participates in County budget process on issues pertaining to compensation and benefits.

Assists elected officials and department heads in administering selection process in hiring new County wide personnel, including screening applications, administering exams, interviewing applicants, and making hiring recommendations. Provides orientation to new personnel, preparing forms, and explaining benefit plans and personnel policies and procedures.

Conducts exit interviews and completes/files prescribed forms.

Oversees and enrolls employees in all County benefit programs such as medical, short-term, and long-term disability, retirement and other supplement benefits the County has to offer. Provides explanation of plan options, and answers questions/concerns.

Works closely with the Auditors office to ensure the proper processing of medical claims, receipting of benefits-related monies.

Submits all payroll deductions to the Payroll Administrator in the Auditors office in a timely manner following the payroll processing schedule.

Develops training programs; leads training sessions or contracts with outside vendors to provide training to elected officials, department heads and employees covering Federal, State and County personnel issues. Such issues include training for County Handbook policies, ADA, FMLA and Privacy legislation.

Promotes the mission and direction of employee relations within Hancock County departments; including developing ongoing programs that provide for a positive working environment and cost-effective methods for County benefit programs.

Recommends new benefits changes of existing benefits; coordinates and evaluates services of external benefit providers; establishes contractual relationships with vendors; acts as liaison between benefit providers and employees with problems or questions.

Works directly with the County Insurance Committee to set open enrollment and plan change deadlines, interview brokers for recommendation to the Board of Commissioners, plan document review and proposed changes, and additional insurance-related issues on an as-needed basis.

Incumbent serves in the appointed position of Human Resource Director for the Board of Commissioners, responsible for supervising and directing assigned personnel, and planning/implementing/coordinating personnel policies and procedures to ensure compliance with local, state, and federal employment laws/regulations.

Serves as Privacy Officer maintaining compliance with the Health Insurance Portability and Accountability regulations for privacy in the workplace.

Serves as the County ADA Coordinator responsible for evaluating compliance of the Americans with Disabilities Act. This includes training management staff and employees, inquiring into grievances and recommending changes or revisions relevant to policies, procedures and/or structural changes to County owned and operated facilities.

Plans, implements and coordinates personnel policies and procedures to ensure compliance with various state and federal employment laws/rules/regulations, including planning/coordinating training for supervisors and other personnel, maintaining/providing personnel policy handbooks and prescribed forms, consulting with department heads, elected officials and other supervisors to resolve problems, maintaining current knowledge of employment regulations, and distributing timely notices of relevant legislative and policy changes. Works with the County Attorneys Office to ensure compliance with legal requirements.

Assists Personnel Advisory Committee in maintaining County job cl ssification system, including writing/ reviewing/updating job descriptions, reviewing reclassification requests, attending meetings, and recommending policy changes.

Compile position comparison and compensation analysis and participate in the Salary Study Committee.

Responsible for Workers Compensation program, assisting with completing forms and compiling documentation, explaining procedures, and submitting to appropriate authority. Works with Workers Comp providers and insurance broker to ensure proper processing of claims. Assists Risk Management officer with prevention investigations. []{style="font-family:Courie
