DEPARTMENT INFORMATION:

This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).

This position is permanent part-time, paid on an hourly basis, and will work between 20 - 40 hours per week based on Regional, unit and workload needs.

DESCRIPTION OF JOB:

About the Work Unit The Right-of-Way (ROW) Unit exists to define, acquire, and manage real property for the construction, operation, and maintenance of the state transportation system in Region 4, covering Northeast Colorado, and provide relocation services in compliance with the Uniform Relocation Assistance and Real Property Acquisition Act of 1970. This team also provides guidance, support and oversight of local agency projects.

About the Position This part-time Property Management Specialist, classified as Real Estate Specialist III, performs multi-faceted responsibilities for Region 4's ROW Unit. This specialty area is unique because it includes portions of all the other ROW specialty areas including the appraisal, survey and ROW plans.

This Property Management Specialist independently prepares value findings, determines lease rates, and manages certain aspects of the appraisal process. This position negotiates sales and leases of Region-owned properties, including conducting closings on the sale of such properties. This Property Management Specialist maintains knowledge of the complex legal requirements applicable to management of properties purchased with federal-aid transportation funds, as well as a thorough knowledge and understanding of the many federal and state statutes, regulations, policy and procedural directives applicable to such activities.

Major duties include but are not limited to:

Responsible for all aspects of the sale and exchange of CDOT-owned excess and remainder land parcels within Region 4, including researching the history of the parcels, coordinating internal referrals with all specialty areas, and obtaining required approvals. Ensures that all sales and conveyances comply with all procedures mandated by statutes, regulations, and CDOT and Federal Highway Administration (FHWA) policy and procedural directives and interprets such requirements. Prepares conveyance deeds and manages all aspects of the closings for such real property transactions. Serves as the central point of contact for requestors and persons and entities with statutory rights of refusal during the entire disposal or trade process including explaining the process, coordinating needed information, responding to uestions, and providing guidance on the process. Determines how to apply surveying, legal, real estate, appraisal, and environmental theory and principles to property disposal transactions, leasing and licensing in compliance with state and federal requirements. Identifies and secures services needed for the protection and maintenance of CDOT property. Manages or assists maintenance personnel with the management of CDOT owned properties obtained through the Region's ROW Unit. Reviews referrals for proposed building site development plans, subdivision plats, annexations, zoning requests and street vacations from local governmental entities and prepares written comments and responses. Works with CDOT Region 4 Permits Section and Maintenance Section on access, utilities, and special use permits including coordinating prerequisites and preparing access crossing licenses as needed for certain allowed uses of Region 4 ROW.
