Department Of Energy Industrial Property Management Specialist in Golden, Colorado

Summary This position is part of the Office of Energy Efficiency and Renewable Energy - Golden Field Office, Department of Energy. As an Industrial Property Management Specialist, you will as the Golden Field Office's (GFO) Organizational Property Management Officer, responsible for providing planning, policy, and execution guidance for the acquisition, control, management, utilization, and disposal of property used by GFO and M&O Contractor. Responsibilities As an Industrial Property Management Specialist, you will: Serve as an Industrial Property Management Specialist at a large, multi-disciplined research laboratory with state-of-the-art facilities and experimental vehicles. Responsible for planning, coordinating, and monitoring the total Industrial Property Management Program. Review Contractor's property control procedures and program for accuracy, and completeness. Contractor's property control program consists of a diversity of methods and procedures which vary from simple stock record cards to a very complex mechanize system. Work with contractor in achieving acceptance of changes to property control programs. Responsible for oversight of disposal operations for government-owned property at NREL. Direct and coordinate the release of excess electronics and computer equipment, laboratory equipment, motor vehicles to other DOE offices, contractors, or other federal agencies, including issuance of hold orders to equipment, sales and disposal of surplus, scrap, and salvage, and arranging the logistics of the transactions. Develop unique solutions where established guidelines and precedents may not be available for problem areas and where property applications are not routine. Provide federal oversight of the NREL M&O Contractor's fleet management program which includes over 100 motor vehicles, motorized equipment, and special research vehicles. Establish and administer GFO's Property Management Program, including serving as the designated Organizational Property Management Officer. Provide planning, policy, and execution guidance for the acquisition, control, management, utilization, and disposal of Government property used by GFO and its support service contractors. Requirements Conditions of Employment Qualifications BASIC REQUIREMENT: You must meet the Basic Requirement listed in the "Education Requirements" section and the "Specialized Experience" to qualify for this series as described below. Undergraduate and Graduate Education degree with Major field of study - business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the Industrial property Management position. - OR - Specialized Experience (for positions above GS-5): Experience that demonstrated: Skill in developing, implementing, administering, evaluating, monitoring, or coordinating programs, policies, regulations, and procedures concerned with the management, control, utilization, or disposition of personal or industrial property; Knowledge of the values and uses of property items, merchandising methods, marketing techniques and outlets, or general trade practices related to the disposition of property; and/or the ability to understand and evaluate business practices relating to the acquisition, control, use, consumption, maintenance, and preservation of property; Working knowledge of equipment, machinery, tools, materials, or other items of personal or real property; Knowledge of Government sales policies, regulations, and methods; and Knowledge of contract provisions, and ability to interpret and apply contract clauses and Government procurement regulations. In addition to the basic requirement above, you must also meet the specialized experience requirement below. SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience for this position is defined as meeting ALL of the following: Planning, executing, and/or administering an organization's property management, program, which may include fleet management; and Reviewing a contractor's property control procedures and/or fleet management program for accuracy, adequacy, and completeness to ensure compliance with regulations.
