Summary
This position provides engineering support to Oncor Distribution workgroups through a group of employees and contractors with expertise in the design, construction, operation and maintenance of Distribution facilities.
This role directs the creation, modification, and maintenance of Oncor distribution material specifications and construction standards. This role also leads the evaluation of new technologies and provides engineering support to internal stakeholders including Distribution Engineering, Distribution Operations, Strategic Sourcing, Regulatory, and Legal on an as-needed basis. Incumbent participates in industry and regulatory organizations to stay abreast of engineering and regulatory requirements, standards, and processes. This role directs the development, and continuous enhancement, of data driven technical analyses to identify and resolve reliability issues on the Distribution System.
Key Roles & Responsibilities

Must be able to perform all of the essential functions for this position
Directs activities and resources to develop and maintain the Oncor distribution construction standards, material and equipment specifications, and construction estimating tools
Directs the activities for, and provides planning leadership and budgetary oversight to, the Distribution Engineering Support organization
Partners with Distribution stakeholders to develop, implement and communicate standards to ensure the proper balance between traditional approaches and progressive approaches
Maintains strong relationships with internal stakeholders, manufacturers and suppliers to ensure availability of materials and equipment that meets Oncor specifications
Provides engineering support to Distribution Operations in areas such as root cause analysis of adverse incidents and assist Distribution Asset Management in the development of comprehensive asset management strategies
Monitors and stays abreast of engineering and regulatory requirements, standards, and processes to ensure optimum design, installation, and operation of Oncor facilities
Provides industry leadership and periodic on-site conference hosting support to engineering standards organizations such as IEEE, SEE, SWEDE and NESC
Participates in the evaluation and implementation of new technologies and assists with process improvement initiatives
Provides engineering support to Regulatory activities including rate case witness support
Assists Oncor Legal with lawsuits by researching events, gathering facts, participating in internal strategy formulation, identifying witnesses, providing depositions and affidavits
Develops Power Quality strategies and programs to ensure compliance with tariff requirements and to meet customer and Company needs
Performs all essential aspects and functions of the job as well as any other specific job requirements
Continually evaluates priorities to ensure critical items are being addressed.
Participates in the evaluation and implementation of new technological advances and assists with process improvement initiatives.
Education
Bachelor Degree in Engineering or science-related field is required
Registration as a Professional Engineer in the State of Texas or other states is preferred
Experience
Minimum 6 years of experience in design, operation and/or project management with an electric utility organization.
1-3 years of experience in a management role within a utility.
Experience with project scoping, estimating, budget tracking and application of electric system design and construction practices and concepts
Experience building and establishing a team structure while developing cross functional collaboration to guide the team. Proven ability in developing communication strategies of organizational goals to stakeholders.
Skills
Proven communication and team-building skills for effective interface with internal and external entities.
Strong problem solving, conflict management and negotiation skills to research and provide solutions to complex issues, identify root causes and coordinate process improvements.
Flexible, have organizational skills, and able to handle large volumes of work which requires setting priorities, directing work efforts and helping define full project requirements
Knowledge of codes, regulations, and requirements applicable to distribution line design and construction required.
Knowledge and experience in distribution line and equipment design, construction, operations, and commissioning practices
Must be flexible, have organizational skills, and multi-task skills to handle large volumes of work. This requires setting priorities and directing work efforts without having full project requirements known.
Multi functionality skills to in influence changes and effectively work across disciplines and functions to achieve common goals and company business purposes. Capable of working with people of divergent back grounds.
