Summary
The Buyer performs a wide range of sourcing and procurement responsibilities including: managing the procurement of equipment, materials, goods, and services; developing and administering contracts and amendments; leading/supporting sourcing initiatives; managing supplier and internal stakeholder relationships; responding to supplier inquiries; training internal clients on sourcing and procurement processes and services; and controlling documentation and transactions to meet Company, Audit, and SOX standards. This individual is also responsible for participating on internal process improvement teams and cross functional initiatives, as required.
Key Roles & Responsibilities
Manage sourcing and procurement transactions related to the acquisition of equipment, materials, goods, supplies, and services.
Manage supplier sourcing process for the acquisition of products and services for Tier 2 suppliers with support and guidance from senior team members. These responsibilities include development of Request for Information, Request for Proposals, pre-bid conferences, response evaluation and scoring, and supplier negotiations.
Lead contract development and execution process for agreements of moderate complexity, including: terms and conditions, performance measures, insurance requirements, and managing appropriate internal stakeholder reviews for contract execution, such as business owners, Legal, Internal Audit, and SOX compliance.
Support senior team members on more complex sourcing initiatives.
Track upcoming contract expirations and communicate status to contract owners and take required actions prior to contracts expiring.
Monitor actual spend versus contract forecasting limit, communicate status to contract owners and take required actions prior to actual costs exceeding forecasted level.
Manage contract compliance processes (pricing, insurance coverage, etc.).
Serve as Contract Administrator for Tier 2 suppliers and potentially Tier 1 suppliers.
Create Category Strategies for assigned categories, in addition to cost analysis within categories amongst suppliers.
Review and respond to open supplier inquiries forwarded by Associate Buyer and ensure timely responses are provided.
Help train Associate Buyers, contributing to departmental knowledge transfer and success.
Develop relationships with internal stakeholders and contract owners.
Manage filing of purchase order and contract file documentation in Sourcing’s designated system according to documentation standards.
Review/audit purchase order and contract files to ensure documentation is accurate and complete.
Participate and contribute to process standardization and reengineering efforts in order to deliver high quality, efficient, and cost effective solutions.
Participate in the creation and review of Strategic Frameworks for each Category of suppliers.
Review procurement system Buyer activities on a weekly basis, take required actions to meet audit requirements.
Assist in the standardization and documentation of processes and procedures as part of team’s process improvement effort.
Support and promote Oncor’s supplier diversity program.
Incorporate safety into daily work ethic and buying decision process.
Develop and maintain product, industry, and market knowledge.
Supports Oncor in logistics role during major storm events.
Any other duties as assigned.
Education
High School diploma, GED, or equivalent is required.
Applicants with an Associate’s Degree or Bachelor’s degree in Business, Supply Chain, or related field of study are encouraged to apply
Minimum of 2 years of direct experience; utility experience preferred.
Certification or Professional Credentials in Procurement, Sourcing or Supply chain preferred.
Experience
Solid business knowledge and understanding of sourcing and procurement processes.
Experienced in managing the end-to-end sourcing lifecycle for initiatives that range from a basic to intermediate level of complexity.
Experience participating in process improvement initiatives.
Experience with continuous improvement tools and/or Lean Six Sigma, preferred.
Skills
Excellent written and oral communication skills.
Solid skills in supplier performance management and relationship building.
Basic project management skills desired.
Intermediate application skills in Microsoft Word, Excel, and PowerPoint.
Ability to reach agreement and positively influence team outcomes.
Ability to work with and manage confidential information.
