Required Knowledge:

  • Demonstrated ability to perform cost estimates and technical evaluations and make recommendations on price reasonableness.

  • Shall be a graduate of an accredited college or university with a Bachelor of Science in Architecture, Engineering, Construction Management, or other relevant combination of education and work experience.

  • Construction technical competencies and qualifications to verify that a specific level of workmanship was obtained.

  • Minimum of six years of construction industry or residential inspection experience.

  • Knowledge of construction estimating methods and familiarity with the use of estimating software.

  • Proficiency in computer software programs such as Microsoft Word, Excel, PowerPoint, and Outlook; Adobe Acrobat Professional, Bluebeam, and AutoCAD; and RS Means/CostWorks.

  • Possesses the strong communication skills required to convey complex concepts in an effective, concise, and authoritative manner in English both orally and in writing, with extensive experience in preparing various types of professional correspondence.

  • Demonstrates a deep understanding of residential building design criteria, construction guide specifications, construction industry best practices and acceptable techniques (such as proper applications of construction materials and methods of installation).

  • Ability to accurately calculate construction costs for changes, price the value of needed work, and provide recommendations for equitable adjustments.

  • Ability to identify critical and long lead-time materials and recommend procurement strategies to prevent negative impact on quality, cost, and schedule.

Construction Administration Estimating Support Services are to be provided for construction projects that may include demolition, renovation, and new construction projects. The projects may include all work necessary to complete demolition and construction by the construction contractor per specifications and drawings. The CA/EST will prepare independent cost estimates for proposed change orders. The Contractor's role is to support the quarters team with identifying, defining, scoping, estimating, developing, and providing technical evaluations of job packages for contract or execution. Construction Administration Estimating Support Services requirements include the responsibilities of estimating and evaluating costs associated with residential facility requirements for repairs, maintenance, improvements, on new and existing construction projects.

  • Provide change order estimates in detail by building number/name; work order number; material & labor for construction line items and technical recommendations for actions on change orders as requested by the supervisor.

  • Assist in refining project scopes of work, developing Independent Cost Estimates, and providing support as required.

  • Assist the Government in negotiations by providing supporting information if required and recommend solutions for problems that may result in a change of contract value, terms or duration.

  • Support staff in fully developing scope requirements and estimates while providing recommendations as needed.

  • Make recommendations for the resolution of problems not involving changes to contract value, scope, terms, or duration

Bachelor's Degree or equivalent experience and at least 6 years of experience
